
The meeting was attended by leaders from the following wards: Lai Thieu, Thuan An, Thuan Giao, Binh Hoa, and An Phu.
Reporting at the meeting, Chairman of Lai Thieu Ward People's Committee Pham Phu Nam stated: In the past period, the locality has basically completed the assigned tasks and delegated powers. However, many key projects in the area are facing difficulties, affecting the implementation progress, such as the land compensation and clearance project for National Highway 13 through Thuan Giao, Binh Hoa, and Lai Thieu wards.
In addition, there are difficulties in compensation and land clearance for transportation projects: the East-West arterial road connecting District 12 (formerly) via Vinh Phu 10 road to Thu Duc City (formerly), the Saigon riverside road section from National Highway 13 to Vinh Phu 40 road, the Saigon riverside road (section from Gia Long road to Vinh Phu 40 road), the Saigon riverside road (section from Binh Nham canal to the border with An Son port), the Binh Nham resettlement area project, and other projects.
Lai Thieu Ward also highlighted difficulties in relocating the power grid in the area for the Tan Son Nhat - Thuan An 220kV power line project. Although the local authorities have publicized information, mobilized residents, and coordinated with relevant parties, the determination of compensation scope, design documents, and support plans within the power grid safety corridor remain unclear, slowing down the land clearance process.
The People's Committee of Lai Thieu Ward requests the People's Committee of Ho Chi Minh City and relevant departments and agencies to promptly resolve difficulties and approve the investment plan for the Binh Nham resettlement area; to allow the ward to act as the investor and select a unit to prepare land valuation certificates for the riverside road project; to adjust regulations on power outages to suit the actual situation and ensure the progress of relocating the power grid; to complete the legal documents for the 220kV power line project; and to assign the Thuan An Branch of the Land Fund Development Center to continue implementing the transitional projects.
In addition, Lai Thieu ward also proposed that the Ho Chi Minh City People's Committee issue a unified regulation on the procedures for compensation, support, and specific policies throughout the area to resolve obstacles for current projects.
Comrade Bui Minh Thanh and the delegation acknowledged the difficulties faced by Lai Thieu ward and neighboring wards.
