Pham Su Manh Ward is developing modern urban infrastructure.

Despite facing numerous challenges regarding transportation infrastructure, after reorganizing its administrative structure, Pham Su Manh ward (Hai Phong) has adopted appropriate approaches to build a modern and well-equipped urban infrastructure.

Removing infrastructure bottlenecks

Immediately after becoming operational on July 1, 2025, Pham Su Manh ward conducted a comprehensive review of its transportation infrastructure system, clearly identifying "bottlenecks" that need priority attention. Based on this, the locality developed a plan and investment strategy for renovation and upgrading in order of priority, focusing on central roads and densely populated residential areas.

The ward mobilized resources through diverse means, including city budgets, ward budgets, savings from recurrent expenditures, land use rights auctions, and social contributions from businesses and residents. As a result, many projects were implemented simultaneously in a short period of time.

At the end of 2025, Pham Su Manh ward began the renovation of Dan Chu Street in Tri Gia residential area (the section from Duong Ngang Bridge to Gao Pagoda). The road, approximately 700 meters long, has a high population density and has been in a state of disrepair for a long time, causing difficulties for residents' travel. After surveying and assessing the situation, the ward prioritized investing over 2.3 billion VND to renovate the road, ensuring convenient travel for the people. Before the recent Lunar New Year, the project was completed, creating a clean and attractive appearance for the main road leading into Kim Xuyen 4 residential area.

Previously, the road along the Nguyen Lan River (the section from Nghia Vu residential area to Hiep Thach residential area) was also completed and put into use. The road is 1.83 km long, with an investment of nearly 1 billion VND, significantly contributing to improving the transportation conditions for the people.

Currently, the 1.3 km long Thai Son street is being urgently renovated and upgraded by the ward. Previously, the road had received investment, but on a small scale, with an incomplete drainage system, and is now in a state of disrepair. Using funds from the city and local budgets, the ward is investing over 9.4 billion VND to comprehensively renovate the road surface with asphalt concrete, enclosed drainage ditches, and urban lighting system. The project is expected to be completed in September 2026.

According to Mr. Dang Van Cuong, a local resident, the road had been damaged and deteriorated for many years, and people had previously petitioned for its renovation. Now that it has been repaired and upgraded, the people are very happy.

According to Mr. Pham Dinh Dai, Deputy Head of the Economic and Urban Planning Department of Pham Su Manh Ward, from July 2025 to the present, the ward has been constructing and upgrading 5 traffic routes with a total cost of approximately 20 billion VND. Of these, 2 projects have been completed, and 3 projects are under construction. The ward is also tendering to select a contractor to implement the Chu Van An Street Renovation Project with a total estimated capital of approximately 23.4 billion VND.

Alongside upgrading transportation infrastructure, Pham Su Manh ward prioritizes investment in street lighting systems – one of the key criteria for a civilized urban area. Accordingly, the ward invests in the main arterial and inter-district roads. Streets, alleys, and lanes are implemented through a socialized model. Neighborhood groups mobilize residents to contribute to the installation of lighting systems, and the ward People's Committee subsidizes the monthly electricity costs.

Nghia Vu Street in Quang Tri residential area has a high population density and heavy traffic, but previously lacked a street lighting system. In December 2025, the residential area mobilized residents to install a lighting system under the motto "The State and the people work together." After implementation, 100% of households agreed to contribute funds. As a result, the street lighting system was put into use during the recent Lunar New Year, ensuring safety and convenience for residents.

Mr. Nguyen Van Minh, from Quang Tri residential group, shared: “Previously, the streets were dark at night, making travel inconvenient, especially for the elderly and children. Since the streetlights were installed, the roads are brighter and safer, and the residents are very happy and willing to contribute.”

In Hiep Thuong residential area, thanks to the active involvement of the government and the cooperation of the people, street lighting systems were installed on approximately 80% of the roads, alleys, and lanes before the Lunar New Year. Electric lighting not only makes travel safer but also contributes to changing the appearance of the residential area.

Thanks to the involvement of the authorities and the consensus of the people, neighborhood groups have so far implemented the construction of lighting systems on more than 50 streets, alleys, and lanes with a total cost of nearly 1.5 billion VND. Of these, 28 routes will be completed before the Lunar New Year 2026. Currently, the ward is continuing to install lighting systems on 5 main streets.

Mr. Pham Van Hung, Secretary of the Party Committee and Chairman of the People's Council of Pham Su Manh Ward, said that before the merger, the transportation system in the area had many shortcomings, with many roads in disrepair, narrow surfaces, a lack of lighting, and inadequate drainage, posing a potential risk to traffic safety. Therefore, investing in transportation infrastructure and street lighting was identified as a key task in building a civilized urban area for the ward.

In the coming period, the ward will continue to review and allocate funds for the renovation of the remaining roads, ensuring synchronized infrastructure. The locality will also implement the construction of flower-lined streets along the main thoroughfares, contributing to creating a bright, green, clean, and beautiful landscape, and improving the quality of life for residents.
