Attending the drill were leaders of the Party Committee, People's Committee, Military Command of the district; leaders of the Party Committee, People's Committee, Military Command of wards in Long Bien district and people of Phuc Loi ward, Long Bien district.

Speaking at the opening of the exercise, comrade Chu Thi Thu Hue, Party Secretary and Chairman of the People's Committee of Phuc Loi Ward, emphasized that the exercise aimed to strengthen the effectiveness of State management of national defense and security; enhance the responsibility of local departments, branches and organizations in national defense and security work and gradually perfect plans, maintain political security - social order and safety, be ready to protect the homeland in case of war and not be passive or surprised in any situation.

The combat exercise in the Phuc Loi ward defense area in 2023 took place over 2 days, July 20 and 21, including mechanism operation exercise and actual operation exercise, divided into 3 phases. Phase 1: Moving armed forces into combat readiness states, moving local activities into defense states and conditions. Phase 2: Organizing defensive combat preparations. Phase 3: Practicing combat in the defense area.

According to the plan, on July 20, the mechanism operation exercise will take place at the Phuc Loi Ward Cultural Center. After the mechanism operation exercise, the live exercise will move on.

The 2023 defense zone combat exercise attracted the participation of a large number of cadres and people in Phuc Loi ward, contributing to improving the qualifications and leadership and direction capacity of Party committees, management and operation of the government in a state of national defense emergency, transforming the locality from peacetime to wartime; preparing and practicing combat in the local defense zone in accordance with Resolution No. 28-NQ/TW dated September 22, 2008 of the 10th Politburo on "Homeland protection strategy in the new situation".
