( Bqp.vn ) – On December 14th, to commemorate the 80th anniversary of the founding of the Vietnam People's Army (December 22, 1944 – December 22, 2024) and the 35th anniversary of the National Defense Day (December 22, 1989 – December 22, 2024), a national-level scientific conference with the theme: “The Vietnam People's Army – Glorious Tradition, Glorious Achievements, the Core Force in Building a Strong National Defense System” was organized by the Ministry of National Defense, in coordination with the Central Propaganda Department, the Ministry of Public Security , and Cao Bang province, at the Ministry of National Defense Auditorium.

The seminar aims to affirm and clarify the correct and creative guidelines and policies of the Party on building the Vietnam People's Army, building a national defense system based on the entire population, and building a national defense posture linked with a people's security posture. At the same time, it seeks to deepen the understanding of the process of building, fighting, and maturing; the heroic traditions, fine qualities, and important, decisive factors that create the strength of the Vietnam People's Army in the cause of national liberation, building, and defending the Fatherland.

In his opening remarks at the seminar, General Phan Van Giang, Member of the Political Bureau, Deputy Secretary of the Central Military Commission, and Minister of National Defense, stated that on December 22, 1944, in the forest between the two communes of Hoang Hoa Tham and Tran Hung Dao in Nguyen Binh district, Cao Bang province (now Tam Kim commune, Nguyen Binh district, Cao Bang province), the Vietnam Propaganda and Liberation Army – the first main force of the Vietnam People's Army – was established according to the directive of Leader Ho Chi Minh.

General Phan Van Giang affirmed that, under the leadership, guidance, education , and training of our Party, headed by President Ho Chi Minh, and with the support and assistance of the people, over the past 80 years, our Army has continuously grown stronger and more mature, maintaining and developing the essence and traditions of "Uncle Ho's soldiers," effectively fulfilling its functions as a fighting force, a working force, and a productive labor force, and successfully completing all tasks entrusted by the Party, the State, and the people.

With unwavering will, courage, resourcefulness, and creativity, our Army has achieved glorious victories, together with the entire Party and people, defeating all invading enemies, reactionaries, collaborators, and hostile forces, successfully fulfilling the noble international mission, leading "our people out of slavery and regaining independence," completing the revolutionary cause of national liberation, unifying the country, and leading the entire nation towards socialism under the glorious banner of the Party.

In his opening remarks at the seminar, President Luong Cuong reviewed the history and important achievements of the Vietnam People's Army after 80 years of formation, fighting, maturing, and winning, contributing to the cause of national construction and defense; he also pointed out that the history of thousands of years of nation-building and national defense has affirmed that the great national unity is a tremendous strength, a particularly important factor in achieving victory against all invading enemies.

Affirming that this scientific conference is one of the major and central activities in the series of national-level activities commemorating the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day, the President suggested that the conference focus on discussing and deepening the scientific and practical significance of this momentous event. In particular, it should reaffirm the absolute and direct leadership of the Communist Party of Vietnam over the people's armed forces and the cause of national defense and security. This is a consistent principle throughout the Vietnamese revolution, a decisive factor in all victories, ensuring that the people's armed forces continue to grow stronger and more mature, successfully fulfilling the historical mission entrusted by the Party, the State, and the People.

In addition, the President noted that the conference should analyze, interpret, deepen, and highlight the immense contributions of the Vietnam People's Army in its building, fighting, growth, and victories, as well as the qualities and cultural values ​​of "Uncle Ho's soldiers." Through this, it should draw historical lessons and highlight the unique features of Vietnamese military art and culture that can be applied and promoted to improve the quality of training, drills, and combat readiness in peacetime. It should also continue to adjust the organization of forces, complete the goal of building a "lean, efficient, and strong" army, and create a solid foundation to strive towards building a revolutionary, regular, elite, and modern People's Army by 2030.

According to the President, the presentations at the conference must explain and affirm the importance of building a comprehensively strong army, with political strength as the foundation; building a truly clean, strong, exemplary, and outstanding Party Committee within the Army in terms of politics, ideology, ethics, organization, and personnel, creating a solid foundation to improve overall quality and combat strength, always maintaining revolutionary vigilance, ready to accept and excellently complete all tasks, and avoiding passivity and surprise in all situations. They must affirm and deepen the functions of "fighting army, working army, and productive labor army," and the core role of the Vietnam People's Army in building a strong national defense system. They must also consistently strengthen the close and inseparable bond between the army and the people.

The seminar also needs to continue to thoroughly understand, analyze, and deeply interpret the Party's guidelines and viewpoints on building and consolidating the all-people national defense system and the all-people national defense posture linked with the people's security posture; building a solid "people's support" posture. It should promote the core role of the People's Army in the cause of building the all-people national defense system and protecting the Fatherland. It should summarize the achievements and draw lessons from 35 years of implementing the National Defense Day; uphold the proactive, creative, self-reliant, and self-strengthening spirit, promote the strength of national unity; and combine national strength with the strength of the times, promote international integration and defense diplomacy to continuously enhance overall strength in the cause of consolidating national defense and firmly protecting the socialist Fatherland of Vietnam.

"The Party, the State, and the People trust that the Vietnam People's Army will continue to uphold its heroic traditions and glorious achievements, continue to achieve outstanding victories, and together with the entire nation, enter a new era, an era of Vietnam's national progress, building and firmly defending the Fatherland," President Luong Cuong emphasized.

Presenting the introductory report at the seminar, General Trinh Van Quyet, Secretary of the Central Committee of the Communist Party of Vietnam, Standing Member of the Central Military Commission, and Head of the General Political Department of the Vietnam People's Army, proposed that the seminar analyze and clarify the historical context and significance of the establishment of the Vietnam People's Army; the leadership and guidance of the Central Committee of the Communist Party of Vietnam, President Ho Chi Minh, and the Central Military Commission in the process of building, fighting, maturing, and achieving glorious victories over the past 80 years. The seminar also aimed to clarify the meaning, role, and achievements of the National Defense Day; and to build and promote the "people's defense posture" and the strength of national unity in the cause of national liberation, building, and defending the socialist Vietnamese Fatherland.

The conference organizing committee received more than 100 reports and papers from leaders and former leaders of the Party, State, Ministry of National Defense, Ministry of Public Security, Central Propaganda Department; central committees, ministries, branches, and organizations; localities; military regions, corps, branches of the armed forces; academies, schools, research institutes, and scientists inside and outside the military… Each paper is an independent research work, analyzing specific content and contributing to clarifying many theoretical and practical issues concerning the building of the People's Army and the all-people national defense.

The discussions affirmed that throughout its 80-year journey of building, fighting, maturing, and winning, the Vietnam People's Army has always been the core force, together with the entire Party and people, in achieving resounding victories in the struggle for national liberation, independence, freedom, national reunification, and the building and protection of the Fatherland. These victories are the culmination and convergence of many factors, among which the absolute and direct leadership of the Party over the Army in all aspects is a decisive factor.

The delegates unanimously affirmed the correct and creative guidelines, policies, and leadership of the Central Party Committee and President Ho Chi Minh in the process of building, fighting, maturing, and achieving glorious victories of the heroic Vietnam People's Army; emphasized the noble revolutionary nature, glorious traditions, and glorious cause of the Vietnam People's Army; and stressed the importance of maintaining and promoting the culture and qualities of "Uncle Ho's soldiers" in the new era.

General Pham Van Tra, former member of the Politburo, former Deputy Secretary of the Central Military Party Committee (now the Central Military Commission), and former Minister of National Defense, presented a paper at the conference.

Based on the 80 years of building, fighting, and maturing of the Vietnam People's Army, many presentations affirmed that: In any revolutionary period, even during the most difficult and complex times, the Communist Party of Vietnam has always exercised absolute and direct leadership over the Army in all aspects. This is the decisive factor ensuring all victories in the cause of building and defending the Fatherland and the growth, fighting, and victory of the Army; ensuring that the Army is truly a sharp instrument, an absolutely loyal and reliable political force of the Party, the State, and the People, building the tradition: "Loyal to the Party, devoted to the people, ready to fight and sacrifice for the independence and freedom of the Fatherland, for socialism. Every task is completed, every difficulty is overcome, every enemy is defeated."

The analyses also highlighted the glorious traditions and illustrious achievements of the Vietnam People's Army over the past 80 years; the achievements over 35 years of implementing the National Defense Day, the "people's defense posture," and the core role of the People's Army in building a strong national defense system. The presentations focused on clarifying historical lessons in building the People's Army and the national defense system that have profound theoretical and practical value, and can be applied and promoted in the current revolutionary period.

Comrade Nguyen Trong Nghia, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Head of the Central Propaganda Department, presented a summary of the papers at the conference.

Many presentations mentioned that, currently, in the face of the requirement to build a lean, strong, and modern army capable of defending the Fatherland in the new situation, building a politically strong army, ensuring that the army, under any circumstances, always remains a political force and a fighting force that is absolutely loyal and trustworthy to the Party, the State, and the People, has become especially important. This requires decisive action through many synchronized solutions; in which, it is necessary to maintain and promote the qualities of "Uncle Ho's soldiers." Today's generations of officers and soldiers need to uphold a high sense of responsibility to the Party, the Fatherland, the People, and the socialist system. Deeply devoted to the beloved President Ho Chi Minh, we strive to study, cultivate, and train ourselves, promoting and illuminating the image of "Uncle Ho's soldiers" in the new era, contributing to building a politically strong army, laying the foundation for improving overall quality and combat strength, and successfully fulfilling all tasks entrusted by the Party and the people.

Along with affirming and deepening the glorious traditions and illustrious achievements of our Army over the past 80 years, the presentations also affirmed the significance and achievements of the National Defense Day, of the "people's hearts and minds" strategy, and the core role of the People's Army in building a strong national defense system.

Regarding the building of "people's support," many presentations affirmed that throughout the nation's history, people's support has always been a paramount factor, creating a comprehensive strength in politics, national defense, and security to successfully achieve revolutionary goals, protect sovereignty, territory, national security, and social order. In the current revolutionary period, building "people's support" is a strategic, all-encompassing, continuous, and nationwide issue, with a high degree of unity between "the Party's will" and "the people's will"; it reflects the people's consensus to wholeheartedly follow the Party's leadership and participate in national defense and security tasks. The people's support and participation are a tremendous driving force and spiritual strength, transforming into material strength, ensuring the success of the cause of protecting the Fatherland, the Party, the State, and the socialist regime.

Playing its role as the core force, the Army, together with the entire Party and people, has focused all efforts on building a strong national defense system and achieved many important results. Notably, the Army has played a proactive role in researching, assessing, and accurately forecasting the situation, advising the Party and State on formulating many policies and guidelines on national defense, and formulating strategic guidelines for protecting the Fatherland; promptly and effectively handling situations, preventing passivity and surprise. At the same time, it has actively participated in socio-economic development, expanding international cooperation and defense diplomacy; providing humanitarian assistance, search and rescue, disaster relief, and overcoming the consequences of natural disasters and epidemics… contributing to maintaining a peaceful and stable environment for national construction and development, and firmly protecting the socialist Fatherland of Vietnam.

The successes and lessons learned possess profound theoretical and practical value, serving as an important foundation and preparation for continuing to build a revolutionary, regular, elite, and modern army in particular; and for building and consolidating national defense and security in general, meeting the requirements of building and protecting the Fatherland in the new era – the era of national progress.

In his closing remarks at the seminar, Professor Nguyen Xuan Thang, Director of the Ho Chi Minh National Political Academy, assessed that the results of the seminar had comprehensively and profoundly supplemented and clarified the significance and importance of the founding day and the glorious 80-year journey of the Vietnam People's Army under the Party's banner; of the National Defense Day, and the building of a strong national defense system linked with a strong people's security system.

Over 80 years of building, fighting, and maturing, the Vietnam People's Army has highly upheld its patriotic traditions and revolutionary heroism, successfully fulfilling all tasks entrusted by the Party, State, and People, writing a glorious history and a glorious career; earning the trust and support of the people, and bestowed with the noble title "Uncle Ho's Soldiers". This is a precious tradition and asset that needs to be continuously preserved and promoted to build a revolutionary, regular, elite, and progressively modern People's Army, with some forces advancing directly to modernity, serving as the core of building a strong national defense system linked to a robust people's security system, and firmly protecting the socialist Fatherland of Vietnam.

After 35 years of implementing the National Defense Day, the People's Army, playing a core role, has closely coordinated with the People's Police, with all levels, sectors, and localities, achieving important accomplishments in building both the force and the defense posture; building potential in all aspects, especially political and spiritual potential; building a great national unity, building a strong political system, creating a comprehensive strength to protect the Fatherland. The National Defense Day has truly had a broad, profound meaning and special importance in promoting the patriotic tradition and fulfilling the duty to firmly protect the socialist Fatherland of Vietnam, as taught by President Ho Chi Minh: "The Hung Kings built the nation, we, their descendants, must together preserve it."
