Implementing the Prime Minister's Official Dispatch No. 225/CD-TTg dated November 20, 2025, and the direction of General Phan Van Giang, Politburo member and Minister of National Defense , on overcoming the consequences of exceptionally large floods in the Central region; to quickly stabilize people's lives and minimize damage to people and property of the State and people, the Ministry of National Defense requests agencies and units to continue to thoroughly implement the Official Dispatch of the Prime Minister and the Ministry of National Defense on focusing on responding to exceptionally large floods in Khanh Hoa, Dak Lak and Gia Lai.
The General Staff directed agencies and units in the entire army to strictly maintain the standby regime, proactively monitor and grasp the situation of weather and natural disasters; mobilize forces and means, resolutely deploy measures to quickly overcome the consequences of rain, floods, and landslides with the most urgent and drastic spirit. Actively coordinate with the authorities and forces in the area to resolutely evacuate households still in dangerous areas to safe places; be ready to give up barracks as temporary evacuation sites, ensuring minimum living conditions for people.
In particular, the General Staff directed the Department of Rescue and Relief to provide 15 tons of dry food to Military Region 5 as soon as possible to promptly support the people and prevent them from going hungry.
The General Department of Politics of the Vietnam People's Army has researched and proposed that the Ministry of National Defense support families of officers and soldiers in flooded areas who suffered loss of life and property.
The Ministry of National Defense requested the General Department of Logistics and Technology to strengthen direction, urge, and inspect subordinate units to do a good job of overcoming the consequences of rain, floods, and landslides; proactively coordinate with the State Reserve Department (Ministry of Finance) and Military Region 5 to promptly transport rice, supplies, and rescue equipment to localities according to the Prime Minister's decision; direct the Military Medical force to synchronously deploy measures to organize sanitation, epidemic prevention, disinfection, medical examination and treatment, and free medicine distribution to people; produce dry food, sew civilian clothes, and blankets according to the direction of the Head of the Ministry of National Defense.
The Ministry of National Defense assigned Military Region 5 and Military Region 7 to direct the provincial Military Command, agencies and units under their authority to develop plans to mobilize forces and means to coordinate with local Party committees and authorities to effectively implement the "four on-the-spot" motto; by all means immediately approach residential areas that are still deeply flooded, divided, isolated, and eroded, continue to relocate and evacuate people to safe places; support food, necessities, and clean water for daily life for people; handle environmental sanitation, prevent and control epidemics and diseases; support medical examination and treatment, clean schools, classrooms, medical facilities, agencies, organizations, enterprises and restore production and business activities, stabilize people's lives immediately after the flood recedes.
Military Region 5, in coordination with the General Department of Logistics and Technology, received and transported enough rice from the State reserve according to the Prime Minister's decision and dry rations from the Ministry of National Defense to promptly support the people, not letting them go hungry.
The Ministry of National Defense assigned Military Region 4 to organize forces and vehicles to work with people to overcome the consequences caused by floods, contributing to stabilizing people's lives, and at the same time preparing timely response plans when floods return.
The Vietnam Navy and Coast Guard coordinated with the provincial Military Command to mobilize forces and vehicles to participate in overcoming consequences and search and rescue in the stationed area.
The Border Guard directed the Border Guard Commands of Khanh Hoa, Dak Lak, Gia Lai and Lam Dong provinces to coordinate with agencies, units and localities where troops are stationed to urgently overcome the consequences of floods and landslides.
The Ministry of National Defense noted that the Air Defense - Air Force Service and the 18th Army Corps are ready with forces and means to conduct search and rescue flights; transport food, provisions, and necessities to isolated areas according to the Ministry of National Defense's plan.
The 34th Corps, the Artillery - Missile Command and the military branches, corps, academies and schools direct their subordinate units to proactively coordinate with local authorities and the Military Commands of provinces and cities where they are stationed and where they carry out tasks to organize forces and means to participate in overcoming the consequences of floods, inundation and landslides.
The Information and Communications Corps, the Military Industry - Telecommunications Group coordinates with the provincial and local Military Commands to ensure forces and vehicles (flycams) to survey vulnerable areas to promptly detect cracks, areas at risk of landslides, flash floods, and areas that are cut off and isolated in order to provide early warning and take timely preventive and response measures; immediately fix telecommunication signal loss incidents, ensuring uninterrupted communication.
The Ministry of National Defense requires agencies and units to organize implementation, ensure absolute safety of forces and vehicles during the performance of tasks, and report any matters beyond their authority to the Ministry of National Defense for resolution.
Every day, agencies and units report implementation results to the Ministry of National Defense through the Ministry's Command and the Department of Rescue and Search and Rescue (General Staff) before 2:00 p.m. for synthesis and reporting to the Government.
