Vietnam - US relations turn a new page

The leaders of Vietnam and the US both affirmed that upgrading the bilateral relationship to a comprehensive strategic partnership reflects the stature of the relationship, is in line with the interests of the people of the two countries, and actively contributes to peace, stability, cooperation, and development in the region and the world.

Promoting Vietnam - US relations further

On the morning of September 11, at the Presidential Palace, President Vo Van Thuong received President Joe Biden, who is on a state visit to Vietnam at the invitation of General Secretary Nguyen Phu Trong.

Welcoming Mr. Biden and the high-ranking delegation to visit Vietnam, the President said that this visit, together with General Secretary Nguyen Phu Trong and President Joe Biden's announcement to upgrade bilateral relations to a comprehensive strategic partnership, reflects the stature of the relationship, is in line with the interests of the people of the two countries, and actively contributes to peace, stability, cooperation, and development in the region and the world.

To further deepen bilateral relations within the framework of the newly established comprehensive strategic partnership, the President suggested that both sides continue to strengthen political and diplomatic relations, especially through meetings between high-ranking leaders of the two countries. The President highly appreciated the cooperation between the two sides in the fields of education - training, science - technology, climate change response, energy transition; expressed the hope that Fulbright University will become a high-quality training center, serving the development not only of Vietnam but also of the region.

The President emphasized that cooperation in overcoming the consequences of war is an activity of profound humanitarian significance, one of the very important cooperation contents that has contributed to mending and promoting relations between the two countries; at the same time, he hoped that the two sides would promote strong cooperation in this field.

Referring to the Vietnamese community in the US, President Vo Van Thuong affirmed that this is an inseparable part of the great solidarity bloc of the Vietnamese nation and a community with an increasing role in American society. The President asked the US to continue creating favorable conditions for the Vietnamese community in the US to develop and contribute more to the prosperity of the two countries as well as the Vietnam-US relationship.

After the reception, President Vo Van Thuong hosted a state reception to welcome President Joe Biden and the high-ranking US delegation.

Speaking at the reception, the President affirmed that the relationship between Vietnam and the US has never been as good as it is today; from former enemies to comprehensive strategic partners. "This is truly a model in the history of international relations in healing and building relations after the war. This result is due to the joint efforts to overcome historical challenges and ups and downs of many generations of leaders and people of the two countries," the President emphasized and affirmed that Vietnam and the US will continue these efforts together, preserving, consolidating and developing the bilateral relationship "to be better and better, going further".

Thanking President Vo Van Thuong for his warm welcome, US President Joe Biden mentioned two famous lines from the Tale of Kieu: "The glory and the joy of life make up for the hardships of life/The love of each day adds another spring day". "This is the day when we can feel the glory and warmth of the limitless opportunities opening up before us", President Joe Biden said.

Referring to the common points and efforts of the people of the two countries, and the joint efforts to improve and promote the cooperative relationship between the two countries, President Joe Biden emphasized that this is a testament to the long journey the two countries have traveled, but more importantly, how far Vietnam and the US will continue to go in the future. "That is the reason why we established a comprehensive strategic partnership for peace, cooperation and sustainable development to move forward together, face challenges together, and embrace the future together," said President Joe Biden.

Strengthening Semiconductor Supply Chain Cooperation

Also on the morning of September 11, at a meeting with US President Joe Biden, Prime Minister Pham Minh Chinh suggested that the two sides continue to strengthen cooperation on all channels to effectively implement the framework of the recently established Vietnam-US comprehensive strategic partnership.

Regarding economic, trade and investment cooperation, the Prime Minister said that it is necessary to consider this as the "eternal engine" of bilateral relations, and suggested that the US side soon recognize Vietnam's market economy status, as well as upgrade the Trade and Investment Framework Agreement, and continue to encourage US high-tech enterprises to do business in Vietnam. In addition, the Prime Minister suggested that the two sides create breakthroughs in cooperation in science and technology, innovation, education and training; at the same time, further promote cooperation in combating climate change, green growth, and renewable energy development.

President Biden agreed with Prime Minister Pham Minh Chinh on the orientations and measures to implement the new framework of bilateral relations as well as priority areas of cooperation, including healthcare, social security, green energy, high technology, etc. President Biden also suggested that the two sides strengthen cooperation in the semiconductor supply chain through human resource training programs for Vietnam, thereby gradually supporting Vietnam to participate more deeply and become an important link in supply chains in the region and the world.

Immediately after the talks, Prime Minister Pham Minh Chinh and US President Joe Biden attended the Vietnam-US Summit on Investment and Innovation. At the conference, US President Joe Biden affirmed that the US will cooperate and support Vietnam to seize its opportunities and potential; suggested that Vietnam in general and Vietnamese enterprises in particular continue to cooperate closely to promote development, including in areas such as science and technology, innovation, semiconductor industry, green transformation, climate change response, human resource training; especially deeper participation in regional and global value chains.

Early recognition of Vietnam as a market economy

On the afternoon of September 11, President Joe Biden also met with National Assembly Chairman Vuong Dinh Hue. At the meeting, the two leaders shared that the National Assemblies of both sides have been playing a very important role in the process of healing, building, strengthening trust, enhancing cooperation and elevating the relationship between the two countries.

National Assembly Chairman Vuong Dinh Hue said the National Assembly will work with the Government to implement the Joint Statement of the two countries' leaders. The National Assembly Chairman asked the US to soon complete procedures to recognize Vietnam as a market economy; and continue to allocate resources for cooperation in overcoming the consequences of war, an indispensable field for the process of healing, building and strengthening trust, understanding and mutual respect between the two countries and peoples.

National Assembly Chairman Vuong Dinh Hue also hopes that President Joe Biden will continue to promote the US bipartisan and bicameral consensus in support of a stable, long-lasting and mutually beneficial relationship with Vietnam and the Vietnamese National Assembly. The US President and congressmen agree with the National Assembly Chairman's proposals and will strive to promote internal US consensus in support of Vietnam-US relations and early recognition of Vietnam's market economy status.

During the reception, President Joe Biden and National Assembly Chairman Vuong Dinh Hue witnessed the leaders of the Vietnam Veterans Association and the Ministry of National Defense of the United States and Vietnam exchanging war relics, a symbolic and deeply humane act. Both sides agreed to make efforts to heal the consequences of the war and discussed the importance of continuing this work.

Making innovation and investment new pillars of the relationship

At the Vietnam-US Summit on Investment and Innovation, Prime Minister Pham Minh Chinh said that one of the focuses of President Joe Biden's visit to Vietnam is "promoting the development of Vietnam's economy focusing on technology and innovation". General Secretary Nguyen Phu Trong emphasized: "Promoting economic - trade - investment cooperation towards innovation is the foundation, focus and driving force of the bilateral relationship; enhancing science - technology cooperation is a new breakthrough of the comprehensive strategic partnership".

Therefore, the Prime Minister and President Joe Biden agreed to make technology, innovation and investment truly become important new pillars of the Vietnam - US comprehensive strategic partnership. The Prime Minister asked businesses of both countries to devote time, effort, intelligence and resources to prioritize investment in science - technology, innovation; especially digital transformation, semiconductor industry, green growth, renewable energy, climate change response and circular economy.

The Prime Minister hopes to continue to receive strong political support from the US Government and President Joe Biden; and commitments in capital, science and technology, and high-quality human resource training from the US business community in supporting Vietnam in transforming its growth model and restructuring the economy towards green, fast, sustainable, and inclusive development.
