Mr. Nguyen Thanh Trung, Head of the Department of Minerals and Water Resources, Department of Natural Resources and Environment of Dien Bien province, said: In recent years, Dien Bien province has organized the granting of licenses to organizations and individuals to conduct mineral activities in accordance with regulations, creating momentum for the development of the province's mining industry. Currently, the province has 10 exploration licenses and 26 mineral exploitation licenses that are still valid. In 2022, Dien Bien successfully auctioned 14/14 sand and gravel mine areas in the mineral exploitation rights auction area approved by the People's Committee of Dien Bien province.
In addition to advising the Department on procedures for granting licenses for exploration, mining and mining sites, we also advise businesses on procedures for mining and exploration of mines and mining sites in the province according to the Mineral Law. In addition, the department advises the Department on relevant legal documents and restricts the granting of licenses for small-scale and fragmented mineral exploitation. On that basis, the Department of Natural Resources and Environment advises the People's Committee of Dien Bien province on procedures for approving projects, exploiting minerals in accordance with requirements; exploiting, processing and using minerals according to the regulations on mineral activities and collecting fees for granting mineral exploitation rights.
The total amount of money for granting mineral exploitation rights in Dien Bien province to the state budget in 2022 is nearly 12 billion VND. Determining the winning auction price for mineral exploitation rights for 02 mines with exploration results with 09 registered areas and 01 additional mineral mine with the total approved amount is more than 1.2 billion VND.
The work of receiving and appraising dossiers for granting mineral operation licenses is carried out in accordance with the correct procedures through the receiving and returning results department of the Department of Natural Resources and Environment; the composition and quantity of submitted dossiers are fully in accordance with the provisions of the 2010 Mineral Law, implementing documents and according to the regulations on administrative procedures that have been announced.
The work of inspection, examination, detection and handling of violations in the field of minerals and land has been focused on by units and localities in the province. Thereby, violations have been detected and strictly handled, contributing to raising awareness of production and business establishments and people's awareness in complying with legal regulations and protecting the environment.
