The Chairman of Binh Thuan Provincial People's Committee has just issued an official dispatch on organizing the implementation of the direction of the Ministry of Agriculture and Rural Development on the management of fishing vessels entering and leaving fishing ports, improving the efficiency of port exploitation, and effectively monitoring the output at the wharf.
Accordingly, there is an opinion to assign the Department of Agriculture and Rural Development to preside over and coordinate with relevant departments, branches and People's Committees of coastal districts, towns and cities to fully and seriously implement the instructions of the Ministry of Agriculture and Rural Development according to Official Dispatch No. 3818/BNN-TS dated May 28, 2024. In particular, it is noted to focus on thoroughly overcoming shortcomings and limitations in management and environmental sanitation at La Gi Fishing Port that the working group of the Ministry of Agriculture and Rural Development inspected on the afternoon of May 28, 2024 and pointed out at the working session on the afternoon of May 29, 2024.
It is known that according to the above dispatch, the Ministry of Agriculture and Rural Development has requested the People's Committees of coastal provinces and centrally run cities to direct relevant agencies and units to focus on implementing a number of tasks. Allocate resources to implement the electronic seafood traceability software system (eCDT VN) at fishing ports; propose and equip mobile devices with Android operating system at fishing ports, coastal border posts/stations to support fishermen, businesses, and functional forces to access and perform operations. Continue to update data on monitoring seafood output unloaded through ports, make a list and evaluate the number of fishing vessels docking at ports to unload seafood compared to the number of existing vessels in the locality to have measures to manage and handle fishing vessels that do not dock at ports to unload seafood according to regulations.
In addition, make a list of private and traditional fishing ports and wharves that are qualified to unload aquatic products, closely monitor the output of aquatic products exploited at these fishing ports and wharves; have a roadmap and solutions to properly implement the planning on fishing ports according to regulations. In particular, monitor the number of offshore fishing vessels that must enter designated fishing ports; confirm and certify the origin of exploited aquatic products; strictly handle organizations and individuals who deliberately legalize documents. Arrange investment capital to build and upgrade fishing ports according to regulations; funds for maintenance and dredging of fishing port channels to facilitate fishing vessels to enter and exit fishing ports safely. Create favorable conditions and supplement resources (human resources, funds, equipment) for fisheries management agencies and fishing port management organizations. Propagate, train, and mobilize fishermen and related organizations and individuals to comply with legal regulations on combating IUU fishing.
