Nam Tu Liem District: When will the new Apex Tower be operational?

This construction on Pham Hung Street has been surrounded by corrugated iron for the past 13 years, lying abandoned, causing serious waste.

Apex Tower building located in the Me Tri Ha New Urban Area (Nam Tu Liem District) has completed 95% of the structure but has not yet come into operation.

Apex Tower Building belongs to the HH3-1 Mixed-use Construction Project, Me Tri Ha New Urban Area, which was granted Investment Certificate No. 01121000177 by the Hanoi People's Committee on July 4, 2008 and assigned to Hanoi Housing Renovation and Development Company as the investor. According to the plan, the project was implemented in 4 years, but according to the observations of the Hanoi Moi Newspaper reporter, the 27-storey building is basically completed; some items are still unfinished. Due to not being completed and put into operation for many years, the building is covered with moss and mold, the ceiling walls are peeling, the air-conditioning pipes are covered with dust, furniture and electrical equipment are scattered all over the floor... The body of the building has been installed with glass, but the brick and concrete items are not completed, the base and interior are not completed.

Mr. Tran Van Tuyen, a resident of Me Tri Ha New Urban Area, said: "The project has been suspended for many years and not put into use, which is a huge waste. Because it is not in operation, there are many shops encroaching in front of the project to do business, causing sloppiness and chaos in the area."

Speaking to reporters of the Hanoi Moi Newspaper, Mr. Nguyen Sy Duy Hoai, General Director of the Hanoi Housing Renovation and Development Company, said that in 2012, the investor had completed the rough construction of 27 floors, completing 95% of the project. However, when the company carried out procedures to submit the project to the Ministry of Construction for acceptance and put the project into operation, a problem arose because the Investment Certificate lacked the project's expiry date, so it had to wait for supplementation and adjustment. On March 16, 2016, the Hanoi Department of Planning and Architecture issued Planning License No. 1161/GPQH allowing Cavico Vietnam Building Joint Stock Company and Hanoi Housing Renovation and Development Company to be the project investors with an area of 2,749m2, a scale of 31 floors above ground and 3 basements.

After obtaining the Planning Permit, the investor has carried out the steps in accordance with the provisions of the Law on Urban Planning, the Law on Land, and current regulations on the establishment and implementation of construction investment projects. However, during the implementation process, the unit encountered difficulties in completing the documents and legal procedures to meet the conditions for acceptance and putting into use, especially the issue of renovating and repairing fire prevention and fighting items according to new regulations.

According to Mr. Hoai, by 2021, continuing to implement the guidance of the Ministry of Construction, the investor has completed legal procedures and adjusted fire prevention and fighting items according to the new law to qualify for acceptance. Relevant departments and branches have responded and provided specific instructions for the company to quickly complete the necessary procedures. Up to now, the authorities are still urging relevant units to participate in the appraisal of project adjustments.

The investor said that according to the check on the Online Public Service Portal on May 19, 2025, the project appraisal dossier has not been completed and is waiting for assignment to the Fire Prevention and Fighting and Rescue Police Department, Hanoi City Police.

According to information from the Hanoi Housing Development and Renovation Company, the company has completed the procedures to be eligible for acceptance and put into use according to regulations. When approved by the Ministry of Construction as eligible for operation, the project will be put into operation, performing its proper functions as a commercial center, office, and convenient apartments, ending the state of prolonged abandonment, causing waste for many years.
