Thoroughly implement the Law on Management and Use of Weapons, Explosives and Supporting Tools

The Ministry of Industry and Trade thoroughly grasps the contents of the Law on Management and Use of Weapons, Explosives and Supporting Tools 2024 and documents guiding the Law.

On the morning of May 30, in Da Nang city, the Ministry of Industry and Trade held a conference to disseminate and thoroughly understand the Law on Management and Use of Weapons, Explosives and Supporting Tools and guiding documents of the Law on Industrial Explosives and Explosive Precursors.

The conference was attended by representatives of 47 Departments of Industry and Trade nationwide, corporations, general companies, and organizations using industrial explosives. Deputy Minister of Industry and Trade Truong Thanh Hoai attended and chaired the conference.

The Ministry of Industry and Trade organized a conference to disseminate and thoroughly understand the Law on Management and Use of Weapons, Explosives and Supporting Tools and guiding documents of the Law on Industrial Explosives and Explosive Precursors.

Overcoming shortcomings of Law No. 14/2017/QH14 on the use of industrial explosives

Speaking at the opening of the conference, Deputy Minister Truong Thanh Hoai said that industrial explosives are a special type of goods, playing an important role in the country's economic development. These are indispensable materials in mineral exploitation, construction materials, and construction works. At the same time, they can also impact and affect aspects of security, national defense, and social order and safety if they are lost or blown out, especially in the current context of increasing risks of violence, terrorism, instability in regional and international security, and territorial disputes. Therefore, industrial explosives have always been of interest to the Party and the State, promoting development in all aspects from basic research, science and technology to management work to ensure very strict requirements.

Law on Management and Use of Weapons, Explosives and Supporting Tools No. 14/2017/QH14 has been in practice for nearly 10 years. In addition to the achieved results, in the process of implementing the Law on Management and Use of Weapons, Explosives and Supporting Tools, a number of limitations, difficulties and problems have been revealed. Specifically: The concept of weapons, explosives and supporting tools in Law No. 14/2017/QH14 has revealed limitations, not meeting the requirements of state management and the fight against crime; the provisions on administrative procedures in the Law have not met the requirements of reform and simplification; Some regulations on research, production, trading, transportation and use of industrial explosives are not yet suitable to reality, so the implementation process has encountered difficulties and problems (research, registration of new products; conditions for using industrial explosives; adjustment of licenses for using industrial explosives; implementation of online public services...).

Deputy Minister Truong Thanh Hoai delivered the opening speech at the conference.

At the 7th Session, the 15th National Assembly on June 29, 2024 passed the Law on Management and Use of Weapons, Explosives and Supporting Tools (Law No. 42/2024/QH15 replacing the Law on Management and Use of Weapons, Explosives and Supporting Tools No. 14/2017/QH14).

After the National Assembly passed the Law, the Government issued Decree No. 181/2024/ND-CP dated December 31, 2024 detailing a number of articles of the Law on Management and Use of Weapons, Explosives and Supporting Tools regarding Industrial Explosives and Explosive Precursors.

In performing its functions, the Minister of Industry and Trade issued Circular No. 23/2024/TT-BCT dated November 7, 2024 on the management and use of industrial explosives and explosive precursors together with the effect of Law No. 42/2024/QH15.

Implement Law No. 42/2024/QH15 to ensure security and safety in the industrial explosives industry

"In order to create conditions for state management agencies and units operating in industrial explosives to fully implement the provisions of law on management and use of industrial explosives and explosive precursors, the Ministry of Industry and Trade organizes a conference to disseminate and thoroughly understand the Law on Management and Use of Weapons, Explosives and Supporting Tools in 2024 and legal documents on industrial explosives and explosive precursors," Deputy Minister Truong Thanh Hoai said and hoped that, through the conference, state management agencies on industrial explosives in localities; enterprises operating in the field of industrial explosives will deploy and implement Law No. 42/2024/QH15 and documents guiding the Law so that the Vietnamese industrial explosives industry can ensure security, safety and social order.

Deputy Director of Da Nang Department of Industry and Trade Nguyen Tan Hai spoke at the conference.

According to Mr. Nguyen Tan Hai, Deputy Director of the Department of Industry and Trade of Da Nang city, Law No. 42/2024/QH15 on the management and use of weapons, explosives and supporting tools, along with decrees and circulars detailing and guiding implementation in the field of industrial explosives and explosive precursors are legal regulations that have been adjusted and supplemented to meet the requirements of strong decentralization in state management of explosives and explosive precursors. At the same time, it contributes to improving the efficiency of production and business activities of enterprises in the context of rapid and sustainable economic development.

"The organization of this conference is an opportunity for the Departments of Industry and Trade and business units with industrial explosives activities to directly listen, discuss and exchange new points and key contents in newly issued legal documents" , Deputy Director of the Department of Industry and Trade of Da Nang Nguyen Tan Hai said and committed that on the local side, they will listen and fully absorb the issues and contents deployed at the Conference to effectively and quickly implement Law 42/2024/QH15 in practice.

Conference delegates

At the conference, representatives from the Ministry of Industry and Trade will introduce new points and thoroughly understand the contents of the Law on Management and Use of Weapons, Explosives and Supporting Tools 2024 and documents guiding the Law.

In addition, delegates attending the conference will also exchange and discuss difficulties in the implementation and enforcement of the Law in localities, according to the reality of enterprises. From there, they will remove difficulties, find solutions for effective implementation, contributing to the full, effective and efficient implementation of legal regulations on the management of this important field.
