
Many structures are damaged.
Quang Nam province has 73 irrigation reservoirs (22 large reservoirs, 21 medium-sized reservoirs, and 20 small reservoirs). Currently, Quang Nam Irrigation Exploitation Company Limited manages 17 irrigation reservoirs, while the remaining 56 reservoirs are managed at the district and commune levels.
According to Mr. Pham Quang Dong, Head of the Quang Nam Irrigation Sub-Department, the Department of Agriculture and Rural Development and related units recently inspected and assessed the operation of 61 out of 73 irrigation reservoirs (12 reservoirs are currently undergoing repair and upgrading).
The inspection revealed that 6 dams were leaking, including 3 irrigation reservoirs with severe leakage. Six irrigation reservoirs also showed deformation of the dam slopes (landslides, upstream and downstream slope slippage), with 3 dam slopes severely deformed (Ho Quoc, Vung Tom, and Ba Xa).
Three irrigation reservoirs (Duong Hoa, Hoc Huong, and Vung Tom) have not been reinforced with concrete or stone. Eleven irrigation reservoirs have suffered erosion of their spillways, tails, and energy dissipators (Vung Tom reservoir is severely affected, and 10 others are slightly affected).
Six irrigation reservoirs have damaged sluice gates (two severely damaged); three irrigation reservoirs have damaged valve systems (one severely damaged). "Through inspection, it was found that irrigation reservoirs managed by local authorities need to be equipped with better infrastructure, management and monitoring equipment, communication systems, and the road network needs upgrading and repair," Mr. Dong said.
According to Mr. Truong Xuan Ty, Deputy Director of the Department of Agriculture and Rural Development, the current capacity for managing irrigation reservoirs in the locality is limited in terms of professional expertise and quantity; monitoring equipment and record keeping do not meet regulations, making it difficult to manage and operate irrigation reservoirs. A large number of irrigation reservoirs have been encroached upon by local people within their protected areas.
"Many irrigation reservoirs are built in remote locations, making them difficult to access and transportation challenging; meanwhile, infrastructure, management equipment, and communication are lacking and rudimentary, making it very difficult to respond to incidents at these structures, especially during the rainy and stormy season."
"Currently, although the Provincial People's Committee has assigned the implementation of the Irrigation Law and its implementing decrees, most localities have not yet carried out the tasks of maintaining and inspecting the safety of irrigation reservoirs, and the reservoir operation procedures," Mr. Ty said.
Safety solutions
Faced with the deteriorating condition of irrigation reservoirs in the province, the Quang Nam Provincial Project Management Board for Investment and Construction of Agricultural and Rural Development Projects has taken advantage of funding from the World Bank (WB) to implement a sub-project for dam repair and safety improvement (WB8).

With funding exceeding 299.5 billion VND (including nearly 284 billion VND from the World Bank), relevant authorities have repaired and upgraded dams, enhancing the management and safe operation of 17 irrigation reservoirs in the province.
Many irrigation reservoirs have undergone repairs and upgrades, including the main dam, auxiliary dam, access roads, and management buildings; the construction of new spillways; the repair of water intake structures; and the installation of monitoring equipment.
According to Mr. Do Thanh Lam, Deputy Director of the Quang Nam Provincial Project Management Board for Investment and Construction of Agricultural and Rural Development Projects, all irrigation reservoirs that have been completed and handed over so far have not experienced any environmental incidents and are safe.
The Thai Xuan irrigation reservoir has a catchment area of 18km2, passing through the three communes of Tam Hiep, Tam Anh Nam, and Tam Thanh (Nui Thanh district). It provides irrigation water for the people of Tam My Tay, Tam My Dong, Tam Giang communes, Nui Thanh town, Tam Hiep, Tam Thanh, and Tam Anh Nam communes, and supplies water for domestic use to the Tam Hiep Water Plant and industrial water to the Number One Chu Lai Water Plant (Tam Hiep commune).
According to Mr. Chau Duc Ky, Head of the Thai Xuan Irrigation Cluster, the crest of the Thai Xuan irrigation reservoir dam is 28.8m, with an additional wave barrier reaching 29.3m; the free-overflow level is 25.3m. The highest water level in Thai Xuan reservoir was 26.75m in 1999, the lowest was 12.56m in 2020, and it is currently at 17m.
“The Thai Xuan irrigation reservoir has been upgraded by the WB8 sub-project, ensuring safety according to standards. We have conducted a comprehensive inspection of the structure and prepared scenarios and plans for responding to natural disasters and emergencies to promptly handle any situation that may arise,” Mr. Ky said.
