At the 24th Session, taking place on July 10 and 11, the People's Council of Quang Nam province, term X, voted to approve and unanimously issue a Resolution on the regulation of non-uniform fee and charge rates in the implementation of public services in Quang Nam province.
This Resolution takes effect from July 22, 2024 and replaces Resolution No. 07 dated July 12, 2023 of the Provincial People's Council on regulating the collection of fees and charges under the decision-making authority of the Provincial People's Council for the provision of public services in Quang Nam province.
Accordingly, the Provincial People's Council stipulates the "zero" fee and charge level for services under the decision-making authority of the Provincial People's Council when implementing public services, including:
(1) Fee for appraisal of application for land use right certificate.
(2) Security registration fee.
(3) Fee for appraisal and issuance of certificate of eligibility for business operation of sports facilities and professional sports clubs.
(4) Fee for appraisal of environmental impact assessment report.
(5) Fee for appraisal of documents and conditions for practicing underground water drilling.
(6) Fee for appraisal of surface water exploitation and use projects.
(7) Fee for appraisal of projects and reports on exploration, assessment of reserves, exploitation and use of underground water.
(8) Fees for appraisal, issuance, re-issuance and adjustment of environmental licenses.
And collect 0 VND for 5 fees including: (1) Business registration fee; (2) fee for granting work permits for foreigners working in Vietnam; (3) fee for granting construction permits; (4) fee for granting certificates of land use rights, house ownership rights, and assets attached to land; (5) civil status fee.
In the report on the review of Submission No. 4792 dated June 28, 2024 of the Provincial People's Committee on this content, the Economic - Budget Committee of the Provincial People's Council said that the Provincial People's Committee proposed a flat collection rate for 13 fees and charges under the authority of the Provincial People's Council (8 fees and 5 charges) when organizations and individuals handle administrative procedures using public services in the province, ensuring legal regulations and in accordance with the balancing capacity of the provincial budget.
The Economic and Budget Committee requested the Provincial People's Committee to direct sectors and localities to strengthen information and propaganda work to encourage organizations and individuals to use online public services. Guide and support people to submit documents online, digitize administrative procedures at the One-Stop Department; increase investment in network infrastructure and information technology equipment at agencies, units and localities to ensure synchronization, especially in mountainous areas./.
