
At the 26th Session held on September 27, the People's Council of Quang Nam province (term X) agreed to promulgate the Regulation on policies to support redundant labor contracts when rearranging administrative units at district and commune levels in the province for the period 2023 - 2025.
Regarding the support mechanism, in case of early retirement, additional support will be provided at a time equal to 70% of the total benefit according to the staff reduction policy prescribed in Decree No. 29, dated June 3, 2023, but not less than VND 50 million.
In case of immediate termination of employment, additional support will be provided one time equal to 80% of the total allowance according to the staff reduction policy prescribed in Decree No. 29, but not less than 50 million VND.
Quang Nam Provincial People's Committee plans to allocate about 2.2 billion VND to support labor contracts eligible for the policy.
In addition, in the case of immediate termination of employment but not receiving support policies from the Central Government, the resolution of the Provincial People's Council stipulates a one-time support level based on the working period with compulsory social insurance payment (non-continuous working period without receiving one-time social insurance benefits will be accumulated).
Specifically, those with less than 5 years of work experience will receive 30 million VND; those with 5 to less than 10 years of work experience: 40 million VND; those with 10 years or more of work experience: 50 million VND.
Applicable subjects: People working under an indefinite-term labor contract performing professional and technical jobs in the list of specialized job positions and shared professional job positions in public service units according to Decree No. 111, dated December 30, 2022 of the Government who are redundant due to organizational restructuring or human resource restructuring of the unit when arranging district and commune-level administrative units in the period 2023 - 2025, are eligible for early retirement and immediate resignation according to the provisions of Decree No. 29, dated June 3, 2023 of the Government .
People working under an indefinite-term support and service labor contract under Decree No. 111; a fixed-term support and service labor contract under Decree No. 111, who, before the time of signing the fixed-term contract, had signed an indefinite-term contract under Decree No. 68, dated November 17, 2000 of the Government on implementing the contract regime for certain types of work in state administrative agencies and public service units, or Decree No. 161, dated November 29, 2018 of the Government amending and supplementing a number of regulations on recruitment of civil servants and public employees, promotion of civil servants, promotion of public employees and implementation of the contract regime for certain types of work in state administrative agencies and public service units that are redundant when arranging district- and commune-level administrative units in the period 2023 - 2025.
These cases are approved for leave within 3 months from the date of decision on administrative unit arrangement by competent authority.
