Quang Ngai: Resolutely revoke the project if the investor deliberately delays

Faced with the reality that some investors have not yet ensured their capacity and are implementing projects slowly, leading to extensions, Quang Ngai leaders have directed to extend the extension if the project meets the conditions. In case of intentional delay, the project will be resolutely revoked.

Mr. Tran Phuoc Hien, Vice Chairman of Quang Ngai Provincial People's Committee, directed the extension of land lease for projects with non-budgetary capital.

According to the report of the Department of Agriculture and Environment of Quang Ngai, currently, in the province, there are 11 projects and works with non-budgetary capital that have leased land but have now expired.

These projects are mainly in the fields of petroleum business, mineral exploitation for common materials, construction materials production, and headquarters construction.

The consideration and consultation with the competent authority to extend the term of these 11 projects has encountered some difficulties. The reasons are that the project has not been registered to be added to the annual land use plan, the application was submitted late compared to the prescribed deadline, the land price has not been determined to re-sign the land lease contract, the mechanism for handling the extension is not clear...

Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien affirmed that most of the projects using non-budgetary capital in the province have been implemented well, contributing greatly to the local economic and social development. However, there are also some investors who are not enthusiastic and have not ensured their capacity, so the implementation of the project has been delayed, leading to extensions.

The Vice Chairman of the People's Committee of Quang Ngai province said that the province's viewpoint is to create conditions to extend the project, if the conditions are met and the investor wishes to continue implementing the project.

Therefore, the Vice Chairman of the Quang Ngai Provincial People's Committee also noted that when considering advising competent authorities to extend the project, the relevant agencies need to base on the planning, land use plan; local economic and social development plan and current laws. The request for extension must ensure that it does not change the nature of the project.

At the same time, the Vice Chairman of the Quang Ngai Provincial People's Committee also emphasized that after the project extension, investors must focus resources to resolutely implement it immediately. The province will also resolutely revoke projects that investors intentionally delay or violate investment commitments.
