Quang Ngai: After 8 months, more than 320 billion VND of capital from land use revenue has not been disbursed.

As of September 15, the Quang Ngai Traffic Construction Investment Project Management Board had only disbursed 25.8%.

The Quang Ngai Province Traffic Construction Investment Project Management Board has just announced the implementation status of projects invested by the Board.

Accordingly, in 2025, the total of all assigned capital sources is VND 2,942,432 billion (not including the capital plan of the regional Project Management Boards).

Of this, public investment capital in 2025 is 1,388,366 billion VND; capital for extending implementation and disbursement from 2024 to 2025 is 989,067 billion VND.

The capital for the sub-project of compensation, support and resettlement of the North-South expressway project, Quang Ngai - Hoai Nhon section is 90 billion VND and the additional capital allocated outside the plan is 475 billion VND.

Despite being assigned a large total investment capital, on September 15, the Quang Ngai Provincial Traffic Construction Investment Project Management Department disbursed only about VND 759,933 billion of all capital sources, reaching 25.8%.

Specifically, the total assigned public investment capital plan is 1,388,366 billion VND, of which 399,094 billion VND has been disbursed, reaching 28.7% of the capital plan. If calculated compared to the capital plan that has been entered into tabmis, it reaches 37.3%. Specifically, the disbursed central budget capital reached 43.5% of the assigned capital plan; the construction capital reached 27.9% of the assigned capital plan. Notably, the capital from land use fee revenue (320.83 billion VND) has not been entered into tabmis so it has not been disbursed.

Capital extended implementation and disbursement time from 2024 to 2025 reached 27.1% of the capital plan.

The 2025 capital plan for the compensation, support and resettlement sub-project of the Quang Ngai - Hoai Nhon section, the section passing through Quang Ngai province, has disbursed 75,429/90 billion VND, reaching 83.8% of the capital plan.

The additional capital plan beyond the plan is 475 billion VND, of which 17,576/475 billion VND has been disbursed, reaching 3.7% of the capital plan.

With the disbursement rate reaching only 25.8% by September 15, 2025, while there are only more than 3 months left in 2025, it is very difficult for the Quang Ngai Provincial Traffic Construction Investment Project Management Board to complete the disbursement target.
