Maintain strict on-duty regime, proactively monitor and grasp the developments of storm No. 9 and heavy rain; check, supplement and adjust plans and strategies; deploy prevention and control measures, ensure the safety of barracks, warehouses and construction works.
Forces and means are ready to participate in response, with the total number of mobilized military units and Military Region 3 stationed in the area and officers and soldiers of the provincial armed forces being 3,023 comrades; means: 68 cars; 18 ships; 59 boats; 6 special vehicles.

The work of calling on boats and ensuring safety of aquaculture areas with a total of 109 passenger ships and 370 tourist ships has been informed about the storm and is ready to return to storm shelters when ordered. The number of offshore fishing vessels is 274 ships. All ships have been informed about the storm and are expected to return to anchorages. 3,884 fishing vessels operating in coastal areas have anchored in safe places. The whole province has 7,929 aquaculture facilities (including 800 aquaculture facilities at sea). The facilities have taken measures to prevent storms such as reinforcing cages and rafts and bringing people ashore.
Currently, the Quang Ninh Provincial Military Command has completed preparations and is ready to mobilize to participate in overcoming the consequences of storm No. 9. Agencies and units have proactively inspected and prepared materials and means for rescue, reinforced warehouses and barracks; taken precautions against heavy rain, thunderstorms, tornadoes, and measures to prevent leaks and collapses.
