The policy of building the second facility of Quang Ninh General Hospital was approved by the Provincial People's Council in Resolution No. 180/NQ-HDND. Accordingly, the new hospital will have a scale of 1,000 beds, 48 departments and rooms, built on a land area of about 10 hectares in the land of Nam Cau Trang Coal Processing Plant, Hon Gai Coal Processing Company.
This is considered a "golden" land because it is located right at the beginning of the Ha Long - Cam Pha coastal road, in the territory of Ha Tu and Hong Ha wards, Ha Long city.

The complex includes buildings for examination, outpatient and inpatient treatment, technical services, administrative management - general services and auxiliary infrastructure. The project has a total estimated investment of nearly 4,200 billion VND from the provincial budget, implemented from 2024 - 2028.
However, there have been difficulties and problems in the implementation of the project. Specifically, there are problems in site clearance. Although the People's Committee of Quang Ninh province has worked with and sent a document requesting the coal industry to determine costs and develop a compensation plan, so far no consensus has been reached. Machinery and factories have not been relocated, leading to Ha Long City being unable to complete site clearance, which means it is impossible to determine the time to start construction of technical infrastructure.
This shortcoming has made it impossible to determine the time to complete the investment in building technical infrastructure in the area of the Second Hospital, leading to the project of the Second Provincial General Hospital being unable to be implemented on schedule. Therefore, investing in this condition will not be feasible, not only posing the risk of "suspended projects", causing waste of resources but also going against the policy of overcoming the situation of scattered and ineffective investment.
Quang Ninh Provincial People's Committee has reviewed and evaluated the current facilities of the Provincial General Hospital, reviewed public assets in Ha Long and the health sector. Accordingly, many headquarters and public assets need to be studied and rearranged in a more reasonable direction, ensuring effective use and avoiding waste.
Currently, the Quang Ninh Province Civil and Industrial Construction Investment Project Management Board is completing the project approval documents. To date, the project has not been approved. The investor has implemented 7 investment preparation packages with a total signed economic contract value of VND9,436 billion and has paid the contractors VND3 billion.

At Quang Ninh General Hospital in Bach Dang Ward, Ha Long City, built in 2002, some of the hospital's construction items are currently degraded and damaged. The hospital is also overloaded when the standard size of the hospital (673 beds) but the actual number of beds reaches 1,320. This affects the efficiency of professional activities and patient care, requiring timely investment in renovating the Provincial General Hospital to ensure the quality of medical services.
Based on a comprehensive assessment, the Standing Committee of the Party Committee of Quang Ninh Provincial People's Committee has proposed that the Provincial Party Executive Committee consider stopping the investment policy for the second facility. At the same time, the Provincial People's Committee and relevant departments and branches are assigned to urgently study and propose investment plans to upgrade, renovate and expand the Provincial General Hospital at its current location, ensuring progress and quality to serve the people's increasing demand for medical examination and treatment.
This solution is both practical and ensures the principle of inheriting and maximizing the value of public assets, making the most of facilities, and not interrupting the professional activities of the existing Hospital.
