Quang Tri supports and removes difficulties for Hai Lang LNG Project

On August 13, the Management Board of Quang Tri Economic Zone said that Vice Chairman of the Provincial People's Committee Le Duc Tien had just had a working session with representatives of the Investor Consortium to listen to a report on the implementation status of the Hai Lang LNG project phase 1.

The Hai Lang LNG project is one of the key projects of Quang Tri province, and is the largest gas-fired power project in Quang Tri province at present.

The project is implemented at the energy complex in the Southeast Quang Tri Economic Zone; invested by a consortium of investors: T&T Group (Vietnam), Hanwha Energy Joint Stock Company (HEC), Korea Gas Corporation (KOGAS), and South Korea Electric Power Corporation (KOSPO) (referred to as the Investor Consortium). The project started on January 15, 2022.

At the meeting, the representative of the Investor Consortium proposed that Quang Tri province and related departments and branches actively support in site clearance, resettlement, licensing of forest use conversion and issues related to seaport infrastructure.

Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien chaired the working session with representatives of the Investor Consortium.

In addition, relevant departments, branches and localities have also pointed out difficulties and committed to continue accompanying investors, determined to speed up the project's progress.

In response to the recommendations of the Investor Consortium, Vice Chairman of the Quang Tri Provincial People's Committee Le Duc Tien affirmed that Quang Tri province is currently actively working with investors and ministries and branches to complete the project's legal procedures.

At the same time, the Provincial People's Committee has also assigned specific tasks to relevant units to support investors in completing compensation procedures, site clearance, land allocation, land lease and preparing dossiers for converting forest use purposes as soon as possible.

Regarding the investment and exploitation plan for the ship turning area and shared waterway at My Thuy port area, Vice Chairman Le Duc Tien assigned the Quang Tri Provincial Economic Zone Management Board to adjust the planning boundary so that the project can be implemented smoothly, ensuring technical and legal requirements.

According to Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien, the ultimate goal is for the project to be built on the ground in the near future and put into operation before 2030, contributing to making Quang Tri a regional energy center. According to the new plan, the project is expected to start in the first quarter of 2027 and be commercially operational in the fourth quarter of 2029.

Adjust project progress and total investment

Mr. Tran Quang Trung, Deputy Head of the Quang Tri Economic Zone Management Board, said that according to the adjusted investment registration certificate of the Quang Tri Provincial People's Committee in December 2024, the total investment capital of the project was adjusted from VND 53,668 billion to VND 59,202 billion (equivalent to USD 2.3 billion), of which the capital contributed by the Investor Consortium to implement the project was more than VND 14,800 billion; mobilized capital was VND 44,401 billion.

The project will build Hai Lang LNG Port Warehouse that can receive LNG ships from 120,000 to 180,000 m3, with a capacity of receiving 1.5 million tons of LNG/year; 1,500 MW power plant.

According to Mr. Trung, according to the original plan, the project would be put into commercial operation in 2026 - 2027. However, the project is currently facing some difficulties and is behind schedule compared to the original plan, so the schedule has been adjusted.

Specifically, in the second quarter of 2021 - December 2025, the project preparation phase includes: preparation, appraisal, approval of pre-feasibility study report, feasibility study report and basic design; the project implementation phase includes: technical design, construction drawing design, site clearance compensation (GPMB), site leveling, etc.

Quarter I/2026 - Quarter IV/2029, design, procurement, construction of project items and installation of machinery and equipment, testing and acceptance.

Quarter II/2029, complete the project, put into commercial operation unit 1 of Hai Lang LNG Project phase 1. Quarter IV/2029, put into commercial operation unit 2.
