80 years journey with the nation
At the meeting, delegates reviewed the glorious 80-year journey of the National Assembly. Since the historic General Election on January 6, 1946, the Vietnamese National Assembly has become a symbol of new democracy. The 1946 Constitution, the first Constitution of our country, affirmed that the right to sovereignty belongs to the people, laying the foundation for a State of the people, by the people and for the people.

In the following periods, the National Assembly promulgated many Constitutions (1959, 1980, 1992, 2013) and amendments and supplements (2001, 2025). Each document reflects the new level of development of the country, gradually perfecting the institution of the socialist rule of law State.
During the resistance war, the National Assembly made important decisions, mobilizing human and material resources for the frontline, while strengthening the rear. During peacetime, the National Assembly institutionalized the reform policy, opened a legal corridor for the development of the private economy, for comprehensive international integration, and for human rights and civil rights to be increasingly guaranteed. Laws on state apparatus organization, national defense and security, culture and society, science and technology, resources and environment, digital transformation, equitable energy transition, green economy, circular economy, etc. became important foundations for the country to rise up.
Over the past 80 years, the National Assembly has not only been a place to discuss and pass major decisions, but also a "people's forum", where the will, aspirations and desires of the nation are expressed centrally, democratically and publicly.

One step ahead institutionally
Speaking at a meeting of generations of National Assembly deputies through the years, General Secretary To Lam affirmed: The National Assembly is the highest representative body of the people, where the intelligence, will and aspirations of the nation crystallize, accompanying the Vietnamese revolutionary cause over the past 80 years.
The General Secretary expressed his deep gratitude to generations of National Assembly deputies who have devoted their hearts, minds and responsibilities to building, protecting and developing the country. “Each generation of National Assembly deputies is a witness to history, a contributor to important decisions of the nation, from the adoption of the Constitution, the promulgation of laws, the supervision of State activities to the decision on important issues related to peace, independence, unity and development of the Fatherland,” the General Secretary emphasized.

In the context of globalization, fierce strategic competition, increasingly fierce climate change and the remarkable development of science and technology, the National Assembly must be "one step ahead in terms of institutions". That means it must dare to pave the way, dare to repair the way, decide on difficult issues and unprecedented fields. The National Assembly must promote the role of "proactive legislative body", creating institutions for new sectors and fields such as digital economy, green economy, semiconductor industry, renewable energy, smart logistics, circular agriculture, preventive medicine, high-quality tourism, etc. to develop the country quickly, sustainably and not miss opportunities in the digital age.
General Secretary To Lam emphasized: “We cannot be behind or late. We must keep up with the times, even take shortcuts, take the lead, and pave the way in key areas. That is the responsibility and historical mission that the National Assembly undertakes.” At the same time, he expressed his belief that generations of delegates – whether incumbent or retired – will continue to accompany, contribute their wisdom, valuable experience, and political prestige to inspire today’s and future generations.
The role of National Assembly Deputies with Hue
In the common development journey, Hue has received great attention from the National Assembly. The role of National Assembly deputies through the periods has been particularly important, especially in the process of building and perfecting mechanisms and policies to turn Hue into a centrally-governed city, the mark of National Assembly deputies has been clearly demonstrated.

Particularly in the 15th National Assembly term (2021-2026), the volume of draft laws reviewed and commented on is very large, posing many new requirements. The National Assembly Delegation of Hue City has made efforts to fully perform its functions and tasks, while promoting responsibility and intelligence to contribute to removing bottlenecks in policies and laws, serving the development of the locality and the country.
During its term, the Delegation organized written consultations on 157 draft laws; and organized 22 conferences to collect opinions from experts and scientists on 40 draft laws. Law-making activities were innovated in a professional and scientific manner, focusing on issues with many different opinions.
As assigned, the Head of the Hue City National Assembly Delegation took on the role of Head of the discussion group, chairing 43 discussion sessions in the group, contributing to improving the quality of the meetings. The delegation also actively coordinated with the city's leaders to work with central ministries and branches to remove difficulties in implementing Resolution 54 of the Politburo, promoting the progress of key projects and disbursing public investment capital.
Deputy Head of the Hue City National Assembly Delegation Tran Thi Suu said that the Delegation, together with the city's agencies, has consulted and prepared content for the National Assembly to pass two resolutions of special significance: Resolution 38/2021/QH15 on piloting special mechanisms and policies for the development of Thua Thien Hue province (now Hue City) and Resolution 175/2024/QH15 on the establishment of Hue City directly under the Central Government. This is an important milestone, opening a new turning point in development for Hue.
Former Head of the Hue City National Assembly Delegation, former Standing Deputy Secretary of the City Party Committee, former Chairman of the City People's Committee Phan Ngoc Tho emphasized that the National Assembly's approval of the resolution to establish Hue City under the Central Government was the result of careful preparation and close cooperation between the locality and the National Assembly Delegation. Thanks to this bridging role, the National Assembly has a better understanding of the history, position and development aspirations of Hue - a unique heritage city of Vietnam.
Mr. Phan Ngoc Tho also expressed his hope that the National Assembly will continue to be a forum to listen to the people's thoughts and aspirations; promptly issue policies to improve the quality of life. Particularly for Hue - a centrally-governed city based on cultural heritage, there needs to be more specific, environmentally friendly mechanisms for sustainable development, worthy of being a major cultural and tourist center of the country and the Central region.
