Ea Knop Commune: Efforts to bring digital technology to the people

Identifying digital transformation, taking people as the center and goal of development, Ea Knop commune has focused on implementing many synchronous and comprehensive digital transformation activities, bringing digital technology closer to people's lives, contributing to building a serving government, a learning society and a civilized digital community.

Implementing digital transformation, the Fatherland Front of Ea Knop commune has gradually digitized its activities, organized paperless conferences and meetings, and applied artificial intelligence (AI) in building reports presented at the 1st Congress of the Vietnam Fatherland Front of the commune, term 2025 - 2030.

Ms. Vu Thi Thanh Giang, Chairwoman of the Vietnam Fatherland Front Committee of Ea Knop commune, said: Implementing the movement of digital literacy, the Standing Committee of the Vietnam Fatherland Front Committee of the commune organized training on digital technology for 150 heads of the Front's working committees, heads of women's associations, farmers, veterans of villages and hamlets; how to log in, download conference documents by scanning QR codes, log in to online public services on smartphones; instructions on reporting the results of activities in residential areas with images... The commune Fatherland Front has directed, assigned and established teams to go to the grassroots to directly guide the use of digital applications.

Implementing the direction of the Party Committee, People's Committee and Fatherland Front Committee of Ea Knop commune, the Veterans Association of the commune has established a digital transformation guidance team consisting of 5 members led by Vice Chairman of the Veterans Association of the commune Trinh Hung Cuong as the team leader, directly guiding 45 war veteran association heads of 45 villages and hamlets in the commune to carry out digital transformation work. The team members have guided each war veteran association head on how to install and use the Dak Lak So app and how to access the link csdl.mattranso.vn to report data related to the association's activities. Up to now, about 80% of the association heads have known how to use digital utilities for work. For those association heads who do not have smartphones, the team has guided the deputy association heads.

The commune has established 45 community digital technology teams in 45 villages and hamlets to directly guide people on how to install and use the Dak Lak So and VneID applications, access and perform administrative procedures on the National Public Service Portal using smartphones right at home. The commune steering committee has directed the construction of a separate app for Ea Knop commune to update all economic, cultural and social information and data, thereby calling for and attracting investment.

Along with propaganda, training and guidance for members and people to participate in using online public services, digital applications of the government and localities, and cashless payments, the Commune Veterans Association and the Digital Transformation Guidance Team also apply information technology in member management, document storage, electronic records, and gradually apply digital signatures, contributing to building a digital government and digital society.

The most obvious change in the application of information technology and digital transformation in activities to better serve the people is at the Commune Public Administration Service Center. The People's Committee of Ea Knop Commune has coordinated with VNPT Dak Lak to equip and instruct the use of the automatic numbering system, the satisfaction assessment system, the QR Code information reading device on citizen identification cards, the paperless meeting system, the digitization of archived documents and the results of handling administrative procedures that are still in effect. The Commune also arranged staff with knowledge of information technology to be on duty at the Commune Public Administration Service Center to guide and support people in performing administrative procedures on the National Public Service Portal.

Coming to the Ea Knop Commune Public Administration Service Center to register for temporary business suspension before the deadline, Mr. Pham Dang Phien (Dong Tam village) was guided and supported to carry out each specific step. Mr. Phien said that according to the new regulations, all procedures must be logged in and carried out on the National Public Service Portal, which people are not familiar with so they are very confused. Thanks to the center's staff "holding hands to guide", operating right on the computer and also showing how to do it on a mobile phone, next time he will know how to operate quickly and conveniently.
