Issuing a set of criteria for measuring the effectiveness of science, technology and innovation

DNVN – The set of criteria including 46 specific indicators to evaluate the effectiveness of science, technology, innovation and digital transformation in socio-economic development will create a comprehensive and unified measurement framework nationwide.

Deputy Prime Minister Nguyen Chi Dung has just signed Decision No. 2244/QD-TTg promulgating the "Set of criteria for assessing the effectiveness of science, technology, innovation and digital transformation for socio-economic development".

The Decision, effective from October 13, 2025, will be an important basis for state management agencies from central to local levels to accurately assess and quantify the substantial contributions of these key areas to the overall development of the country.

The set of criteria includes 46 specific indicators, divided into 4 main groups, reflecting multi-dimensionally from input resources, output results, economic efficiency to far-reaching impacts on the whole society.

Input criteria group (2 criteria): Basic foundation assessment, focusing on Human Resources and Investment in science , technology, innovation and digital transformation. These are two core factors that determine development potential.

Result criteria group (10 criteria): Directly measures the "products" of research and application activities. Notable indicators include: Number of scientific articles published internationally; number of applications and patents for inventions and utility solutions; value and number of technology transfer contracts.

Efficiency criteria group (5 criteria): This is the group that evaluates the "health" of the economy through the lens of technology. These criteria answer the question of whether science and technology actually create economic value, through indicators such as: the proportion of contribution of science and technology and digital transformation in GDP; the rate of labor productivity growth; the proportion of revenue from new products of enterprises.

Impact criteria group (29 criteria): This is the largest group, reflecting the widespread spread of technology to all aspects of life. The impacts are considered on many aspects:

Economy: Proportion of digital economy in GDP, export value of high-tech products.

Society and environment: Percentage of people accessing lifelong learning, rate of cashless payments, level of digitalization of cultural resources, rate of renewable energy.

Administration and public services: People's satisfaction with online public services, VNeID electronic identification account activation rate.

Summary: International reputation indexes such as the Global Innovation Index (GII), Human Development Index (HDI), and E- Government Development Index.

According to Decision 2244, the Ministry of Science and Technology will take the lead role, be responsible for synthesizing data and reporting to the Prime Minister annually.

Ministries, sectors and localities are responsible for collecting information and data related to their management areas and sending them to the Ministry of Science and Technology before April 15 every year. At the same time, these units will apply the set of criteria to develop their own assessment tools, suitable to the characteristics of their sectors and localities.

The issuance of the set of criteria is expected to create a synchronous database, helping the Government have an overall view, thereby issuing more timely and effective policies, promoting science, technology, innovation and digital transformation to truly become a breakthrough driving force for Vietnam's sustainable development.
