Joy after decades of waiting

On June 30, 2025, when Vice Chairman of Hue City People's Committee Hoang Hai Minh signed the decision to adjust the planning of the Western Central area, hundreds of households in Thuy Xuan, Duc and Truong An wards of Thuan Hoa district (old) burst into happiness. After nearly 20 years of living in the suspended planning area, the family of Mr. Than Van Hoang Long (85 years old, group 11, Thuy Xuan ward) was officially released from the planning area. He was moved: "After living almost my entire life, now I can rest assured to renovate my house and divide the plots for my children. I feel so happy."

Mr. Tran Van Chau, Thuan Hoa ward, recalls more than two decades of living in the area of ​​suspended planning: The house was in disrepair and he did not dare to repair it. When his children reached the age of moving out, they could not build a house. Now, when the land is cleared from the planning, the family can truly feel secure to consider long-term plans.

Previously, on November 8, 2024, Chairman of the Provincial People's Committee, now Hue City Nguyen Van Phuong signed a decision approving the planning of the Southern Central subdivision, Hue City (old). The planning area is under the administrative scope of Vinh Ninh, Phu Hoi, Phu Nhuan wards and part of Phuoc Vinh ward (old), now Thuan Hoa ward. This decision replaced Decision No. 1852 dated June 8, 2005 and previous local adjustments, bringing opportunities to hundreds of households.

Vice Chairman of Thuan Hoa Ward People's Committee, Mr. Phan Luong Bang affirmed that the adjustment of the planning aims to meet the requirements of sustainable urban development, while removing the shortcomings of previous planning projects that are no longer suitable for reality. The focus of the new planning project is to arrange harmonious urban space, creating momentum for infrastructure development, commercial services, tourism and public spaces, harmoniously connecting with the landscape of the Huong River and neighboring areas. This is considered an important legal basis for Hue City to implement key projects, improve the urban appearance, improve the quality of life of people, and at the same time create new development space for Hue city. "Immediately after receiving the decision to adjust the planning, the ward announced it on the ward's information portal, and at the same time provided information about residential groups for people to know," said Mr. Bang.

Not only in Thuy Xuan ward, Thuan Hoa, in Con Hen area (Vy Da ward) - one of the hot spots of suspended planning, the government has made reasonable adjustments: Only clearing necessary areas, keeping the majority of residents stable. This approach both ensures urban beautification and receives high consensus from the people. Ms. Nguyen Thi Binh, Vy Da ward shared: "There is nothing more worrying than living in the planning area. We don't dare to repair damaged houses. Now that the adjustment has been made, we feel relieved as if a burden has been lifted."

Legal corridor opens the way

The main reason for the prolonged suspension of the National Assembly is that many projects are no longer suitable for development practice. The birth of the Law on Urban and Rural Planning (effective from July 1, 2025) has created an important legal corridor, clearly regulating the periodic review every 5 years or when there is a need for adjustment. This is considered the "key" for localities, including Hue City, to promptly remove existing shortcomings.

On that basis, the Department of Construction has advised the People's Committee of Hue City to issue many important documents, including Plan 374 dated September 5, 2025 on organizing the establishment and adjustment of the National Assembly for the period 2025 - 2030. At the same time, it has built a clear mechanism for assigning and decentralizing the management of the National Assembly, assigning direct responsibility to each department and locality.

On the other hand, the Department of Construction has submitted to the City People's Committee for approval the Outline for reviewing the general urban planning of Thua Thien Hue (now Hue City) until 2045, with a vision to 2065. This is a strategic step, not only adjusting the long-term development orientation but also minimizing the emergence of new suspended planning in the future.

At the same time, the work of publicizing planning information is promoted through many channels such as: Hue-S application with 48 planning documents, online planning information portal, Hue GIS portal, website of the Department of Construction and Ministry of Construction. Information transparency helps people and businesses easily access, and at the same time creates an effective community monitoring mechanism.

A typical example is the Con Hen High-end Tourism Service Area Project. After many years of being "suspended" causing frustration, the planning has been adjusted to only clear land in areas that are truly necessary, minimizing the impact on people's lives. This flexible approach both ensures the goal of urban beautification and maintains stability for the people.

At the grassroots level, wards and communes also play a more proactive role. Mr. Le Thang Long, Vice Chairman of the People's Committee of An Cuu Ward, said: "We regularly hold meetings with residents to grasp their aspirations and make recommendations to higher authorities. Along with that, the locality also conducts environmental sanitation activities in the land plots where the project has not been implemented to preserve the urban beauty."

Do not let suspended planning happen again

One of the projects that people are most looking forward to "unleashing" is Tam Thai Residential Area, An Cuu Ward, located in the heart of Hue City. According to Mr. Bui Ngoc Chanh, Head of the Compensation, Site Clearance and Land Fund Development Department, Management Board of Investment and Construction Projects of Area 1, in the coming time, this project will continue to focus on removing obstacles, especially in the site clearance stage for the remaining 65 cases. This is a prerequisite for being able to arrange resettlement on the spot, and allocate land plots fairly and transparently for the people.

Mr. Truong Nguyen Thien Nhan, Deputy Director of the Department of Construction of Hue City, affirmed: With new planning projects, the need to collect opinions from the community will always be emphasized, in order to create consensus from the beginning, limiting the recurrence of suspensions. At the same time, the construction industry will continue to promote digital transformation in planning management, ensuring that all records and maps are digitized and made public online for easy access by people and businesses. Annually, the results of the planning review will be reported and recommended to the Ministry of Construction and the National Assembly to promptly adjust any shortcomings. This is an important mechanism, helping the planning system of Hue City to always be flexible and close to reality.

In fact, since many suspended planning projects were removed, the face of Hue city has changed significantly. Land that was once abandoned has gradually formed new neighborhoods. People have been able to repair their houses and have more stable lives. Mr. Nguyen Tan Ninh, Thuan Hoa ward, was moved: "What makes us happy is not only being able to repair our houses and get red books, but also seeing the determination of the city leaders in handling unfeasible projects to help people stabilize their lives."

Hue's urban space is being shaped in a sustainable and modern direction while still maintaining the identity of the ancient capital. With the implementation of the general planning of Hue City until 2045, with a vision to 2065, the city will not only handle the backlog of the past but also outline a long-term development path, avoiding the recurrence of the suspended planning situation in the future.

The issue of suspended national plans used to be a haunting issue for decades, but now, thanks to the determination of the government and the concerted efforts of the various departments, many unreasonable projects have been resolved, bringing legitimate benefits to the people. The reassuring smiles when houses are repaired, plots are divided, and legal documents are clear evidence of this achievement. Hopefully, in the coming time, many suspended projects will continue to be "untied", contributing to bringing joy to the people as well as returning urban space to Hue - a centrally-run city.

According to information from the Department of Construction, there are currently many "suspended planning" projects in the area, typically: Detailed planning of Hue University of Medicine and Pharmacy in Area A - An Van Duong New Urban Area; Hue Tourist Market, Tam Thai Residential Area, Planning of Lang Co Tourist Area Central Axis, Chan May - Lang Co Economic Zone Central Operation Area, etc.

From 2024 to present, after the general urban planning project of Thua Thien Hue until 2045, with a vision to 2065, was approved by the Prime Minister, the Department of Construction has coordinated with localities and relevant units to urgently complete the organization, appraisal and approval of overall adjustments to the approved planning from the previous period, but there are many problems, shortcomings, and slow implementation to suit the socio-economic development situation in the area. Typically: adjusting the general planning for the construction of Chan May - Lang Co Economic Zone, the general planning for the construction of Phong Dien Industrial Park, the planning of the central area of ​​the southern part of Hue City, adjusting the planning of the Thuy Xuan area, the planning of the C - An Van Duong New Urban Area...

In addition, after officially operating the two-level local government, the People's Committees at the commune level and relevant Management Boards are continuing to review approved planning schemes within their scope and management areas in order to have a basis for proposing adjustments to planning schemes in accordance with the development situation in the new period.
