On the afternoon of October 19, the Secretary General of the National Assembly held a press conference on the proposed agenda of the 6th Session of the 15th National Assembly. One of the important contents of this session is that the National Assembly will conduct a vote of confidence for those holding positions elected or approved by the National Assembly. This is also an issue that has received attention and questions from press agencies.
Responding to this issue, Deputy Head of the Delegation Affairs Committee Nguyen Tuan Anh said that, according to Resolution No. 96 of the National Assembly, the National Assembly has so far received all reports from those who are eligible for a vote of confidence. These reports were sent 20 days in advance and have now been fully sent for National Assembly deputies to study and comment.
“Up to now, the person who has been voted on has sent a work review report to the National Assembly, including the content about the exemplary responsibility of his wife and children. Through two channels, from the National Assembly deputies and from the Vietnam Fatherland Front, we have not received any feedback about the person who has been voted on. The Delegation Work Committee will continue to monitor and, if any issues arise, will summarize and report to the deputies and the National Assembly,” said Mr. Nguyen Tuan Anh.
According to the Deputy Head of the Delegation Affairs Committee, the voting results will be made public on the mass media. Specifically, after the National Assembly passes the resolution, the information will be officially announced for voters and the people to know, follow and monitor.
Regarding the reason for taking a vote at the beginning of the session, Mr. Nguyen Tuan Anh explained that the evaluation of personnel work is based on the entire working process from the beginning of the term, so taking a vote of confidence at the beginning of the 6th session is "very normal".
"The list of positions subject to a vote of confidence will be submitted to the National Assembly for approval by the National Assembly Standing Committee on October 24, the second day of the 6th session," said Mr. Nguyen Tuan Anh.
Regarding the list of personnel eligible for voting, Resolution No. 96 of the National Assembly stipulates that no vote of confidence shall be taken for those holding positions elected or approved by the National Assembly who have announced their resignation pending retirement or have been elected or appointed in the year of the vote of confidence for the above-mentioned positions.
Previously, National Assembly delegate Ta Thi Yen, Deputy Head of the Delegation Affairs Committee, said that the total number of positions elected and approved by the National Assembly according to regulations will be 49 people.
However, up to now, through reviewing specific positions and criteria, it is expected that 44 people will be put up for a vote of confidence at the 6th session of the 15th National Assembly. Specifically, there are 5 cases that will not have to take a vote of confidence this time, including: President Vo Van Thuong, Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Tran Luu Quang, Minister of Natural Resources and Environment Dang Quoc Khanh and Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh, because they were just elected and approved by the National Assembly in 2023.
The 6th session of the 15th National Assembly will hold a preparatory meeting and solemnly open on October 23, and is expected to close on the morning of November 29 in the form of a concentrated meeting at the National Assembly House. The 6th session will be held in 2 phases: Phase 1 (15 days): from October 23 to November 10, 2023; Phase 2 (7 days): from November 20 to 28, 2023. The total working time of the session is expected to be 22 days. |
Taking a vote of confidence helps officials "self-reflect and self-correct"
"Based on the vote results, officials can self-examine and self-correct.
