The National Assembly spent the whole day of May 27 discussing in the hall a number of contents with different opinions in the draft revised Law on Social Insurance.
According to the agenda of the 7th session of the 15th National Assembly, early in the morning of May 27, a member of the National Assembly Standing Committee and Chairman of the National Assembly's Social Committee presented a report explaining, accepting, and revising the draft amended Law on Social Insurance.
Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft revised Law on Social Insurance.

On the same afternoon, the submitting agency and the agency in charge of verification coordinated to explain and clarify a number of issues raised by National Assembly Deputies.
Previously, the National Assembly Standing Committee commented on six major issues in receiving, explaining, and revising the draft revised Law on Social Insurance.
The major issue that has been receiving much attention is first of all the issue of receiving one-time social insurance benefits for those who are not old enough to receive pension, do not continue to pay social insurance, have not paid social insurance for 20 years and have requested to receive one-time social insurance benefits.
In addition, there are still some different opinions on the regulations on business household owners being subjects participating in compulsory social insurance; the management of social insurance fund investment activities; the impacts of salary policy reform; and social insurance finance issues.
Delegates were also concerned about the situation of late payment and evasion of social insurance payment. In order to protect the rights of workers, many opinions said that there should be stronger sanctions for violations and further enhance the responsibility of employers.
Speaking to the press at a press conference before the session, Mr. Lam Van Doan, Vice Chairman of the National Assembly's Social Committee, said that this is a very difficult bill, affecting a large number of workers as well as retirees.
In particular, the basis for social insurance contributions is an issue directly related to salary reform. This is a very difficult issue, requiring careful research. The Social Committee is also coordinating with agencies to continue researching and submitting to the National Assembly the most optimal solution to ensure the rights of workers.
