National Assembly deputies also agreed that in 2023 and since the beginning of the term, the world and domestic socio-economic context has faced many difficulties, greatly affecting state budget revenue and expenditure. However, the management and operation of the state budget has had many positive results: State budget revenue in 2021 and 2022 greatly exceeded the estimate, and in 2023 it is expected to reach the estimate. Many policies on tax exemption, reduction, and extension have been implemented to support people and businesses to overcome difficulties and restore production. The proportion of domestic revenue in total revenue has gradually increased, the expenditure structure has continued to shift positively, and spending tasks for social security, security, and national defense have been basically guaranteed. Public debt management has made much progress, and debt safety indicators of the central and local budgets are within the ceiling and safety threshold.

National Assembly deputies contributed many ideas to improve the budget revenue and expenditure system, restructure the budget in a sustainable direction, strive to increase revenue, thoroughly save expenditure, strengthen the prevention and fight against corruption and negativity, and improve the efficiency and effectiveness of state budget management. Improve the work of planning and estimating, especially the state budget revenue estimate, allocate and assign the central budget estimate and assign the investment expenditure estimate plan to ensure the leading role of the central budget. Strengthen budget discipline, reduce tax debt, reduce transferred expenditure, and prevent investment debt from occurring. Promote the restructuring and equitization of state-owned enterprises, public service units, and non-budget state financial funds, control borrowing, debt repayment, and direct debt repayment obligations of the Government.
