With the majority of delegates in agreement, the National Assembly passed a resolution on the results of the thematic supervision of the implementation of Resolution 43 of 2022 of the National Assembly on fiscal and monetary policies to support the socio -economic recovery and development program and the National Assembly's resolutions on a number of important national projects until the end of 2023.

The resolution acknowledged many positive results in the implementation of Resolution 43 and the National Assembly's resolutions on a number of important national projects until the end of 2023, while pointing out a number of shortcomings and limitations in the implementation of these resolutions.

To overcome shortcomings and limitations and improve the effectiveness of the implementation of resolutions, the National Assembly requested the Government and the Prime Minister to direct ministries, branches and localities to thoroughly grasp lessons learned and promptly implement recommendations stated in the monitoring delegation's report.

Including implementing solutions to remove difficulties and obstacles to enhance the effectiveness and efficiency of implementing the National Assembly's resolutions on a number of important national projects.

The National Assembly requested the Government to direct competent authorities to review and synthesize reports for consideration and decision on projects expected to have their investment policies adjusted according to regulations, such as the Bien Hoa - Vung Tau Expressway project phase 1 and the Long Thanh International Airport project phase 1.

Research and complete investment in Tan Van intersection and Binh Goi bridge under the Ring Road 3 project - Ho Chi Minh City; consider investing in runway 2 and leveling the entire site (in phase 2) of the Long Thanh international airport project.

Research on the use of unused land volume of phase 2 from the planning area of ​​T3 terminal of Long Thanh international airport to serve the need for land filling for the Bien Hoa - Vung Tau expressway project phase 1.

At the same time, research the mechanism to assign focal agencies of projects to review, harmonize, balance and unify the adjustment of increasing or decreasing the total investment between the project's component projects, ensuring that it does not exceed the preliminary total investment of the entire project as decided by the National Assembly.

The National Assembly also requested the Government to direct the Ministry of Transport and relevant agencies to coordinate with localities assigned as managing agencies and competent agencies to urgently invest in completing rest stops and traffic monitoring and control systems to meet the requirements of synchronous exploitation when expressway projects are put into operation.

Urgently review and complete the traffic infrastructure system and traffic organization plan to improve operational safety on expressways invested in a 2-lane and 4-lane scale (without continuous emergency lanes).

Develop plans to upgrade and expand projects that have been and are being invested in according to a phased scale (2 lanes, 4 lanes) to ensure suitability with transportation needs in each period and long-term vision.

Ensure adequate material sources for projects, including highways.

The National Assembly requested the Government to direct, urge, and instruct competent agencies and investors to focus on resolving difficulties and problems, and closely coordinate with localities to ensure adequate supply and exploitation of construction materials.

Speed ​​up the relocation of high-voltage power lines and telecommunication cables; guide the determination of prices of common construction materials at mines when handing over to mining contractors according to specific mechanisms.

Urgently issue standards and norms for using sea sand as roadbed materials; issue timely construction material prices in accordance with market reality.

Pay attention to applying new technology and new environmentally friendly materials in project implementation, minimizing negative impacts on the ecological environment and people's lives in the area where the project passes through.

Localities continue to direct competent authorities to coordinate with investors and contractors to negotiate with owners on transfer prices and land leases in material mine areas, ensuring compliance with compensation prices regulated by the State, preventing speculation, price increases, and price pressure; strictly handling cases of intentional price increases, price pressure, and land speculation in material mine areas.
