With 440/441 delegates present in agreement, reaching 92.05%, the National Assembly passed the Resolution on questioning at the 9th Session, 15th National Assembly.

Improve the effectiveness of state management and the quality of education and training.

Accordingly, the National Assembly basically agreed with the solutions and commitments that the Minister of Finance, the Minister of Education and Training and other members of the Government reported at the question-and-answer session.

Regarding the education and training sector, the Draft Resolution requires continuing to review and perfect mechanisms, removing bottlenecks in higher education institutions; reviewing, amending, and ensuring consistency between the Law on Education, the Law on Higher Education, and the Law on Vocational Education.

At the same time, improve the effectiveness of state management, the quality of education and training, continue to innovate and perfect the model of university education governance. Strengthen decentralization, decentralization, promote university autonomy associated with self-accountability; encourage financial autonomy, with reasonable additional investment from the state budget.

The draft Resolution also mentions building breakthrough mechanisms and policies to invest in developing national universities, regional universities and key higher education institutions on par with higher education institutions in advanced countries.

On the other hand, propose mechanisms, policies, and mobilize resources to effectively implement the Planning of the network of higher education and pedagogical institutions for the period 2021 - 2030, with a vision to 2050, ensuring focus and key points, consistent with the needs of training human resources by region, area, and area, and human resources for new science and technology sectors. Promptly amend, supplement, and perfect regulations on science, technology, and innovation activities in higher education institutions.

Build a mechanism to promote cooperation between the State, higher education institutions and enterprises in scientific research and commercialization of scientific research results and products.

Pay attention to investing in and modernizing university education infrastructure to meet the needs of research, development of science, technology and innovation. Develop a team of lecturers and scientists to ensure sufficient structure, quantity and quality to meet the requirements of teaching and research in the fields of basic science, key engineering and technology.

Develop breakthrough policies to attract and employ foreign experts, scientists and overseas Vietnamese to teach, research and work at Vietnamese educational institutions.

There is a financial support policy for learners to ensure fairness in access to higher education; support training in priority development sectors, basic science fields, foundational industries and strategic technologies.

Ensure conditions for organizing 2 sessions/day of teaching

In addition, the Draft Resolution requires continued research, improvement of legal regulations, guidance, dissemination, and clearer communication on extra teaching and learning. Increase investment in facilities, ensure conditions for implementing the policy of organizing 2 sessions/day of teaching, harmoniously combining the duration of cultural subjects with other educational activities, suitable for psychology and age, helping students develop comprehensively.

Improve teaching methods and forms; strengthen the development of open learning resources, apply artificial intelligence, digital transformation and smart teaching equipment, improve the quality of teaching and learning, and students' self-study capacity.

Innovate methods and forms of testing, assessment and rewards towards developing learners' qualities and capacities, ensuring substance and combating achievement disease in education.

Strengthen the application of digital transformation in management, teaching, testing and assessment; promptly provide information to parents and enhance coordination between schools and families to find ways to support students in learning effectively. Strengthen the inspection of tutoring facilities, promptly correct and strictly handle violations of regulations on tutoring.

Continue to thoroughly grasp and strictly direct the implementation of regulations, tasks and solutions in ensuring a safe, healthy and friendly educational environment, and preventing and combating school violence.

Focus on building school culture; direct the development and full and substantial implementation of cultural codes of conduct in schools. Clearly define responsibilities and strengthen coordination between relevant agencies to promptly detect, handle and remove offensive information, violent content, and negative impacts on children and students, especially in cyberspace.

Organize school psychological counseling activities well; continue to improve the staff in charge of psychological counseling for students; focus on training, fostering, and improving teachers' capacity in school psychological counseling skills and knowledge, ensuring timely and effective support for students.

Focus on education, improving life skills, behavioral skills and problem-solving skills for students; prioritize teaching safe swimming, minimizing the risk of drowning, educating about traffic safety laws and order, and drug prevention.

Review and complete regulations on food hygiene and safety in schools. Organize school meals, ensure hygiene, food safety and proper nutrition. Strengthen inter-sector inspections of Education and Health, strictly control the origin of food and the process of processing, preserving and transporting food at educational institutions.

The draft resolution also emphasizes the mobilization of parents' representatives to participate in monitoring food safety at educational institutions. Coordinate strict handling of establishments that produce and supply food or meals to schools that do not fully comply with regulations on food safety and nutrition.
