The Ministry of Education and Training has just sent a document to the Provincial People's Committee to guide the arrangement and reorganization of the network of preschool, general education and continuing education facilities in accordance with the local authorities at two levels.

The guidelines outline principles for arranging and reorganizing the network of preschool, general and continuing education facilities, ensuring effective and efficient operations, without overlap or omission of functions and tasks of each type of educational facility.
The arrangement does not affect the quality and efficiency of public service provision.
Comply with current regulations on school and class size, facility standards, teacher quotas; linked to planning, population size, population density and geographical conditions; properly implement standards and criteria as prescribed for preschool, general and continuing education.
Ensure that access to education for children, students and trainees is not reduced; ensure safety and convenience in the process of going to school for children, students and trainees; do not carry out mergers if the geographical distance between the place of residence and the school is too far or the traffic conditions are not suitable; meet the requirements for universal education and compulsory education.
Do not merge kindergarten with general education
The Ministry of Education and Training's guidelines clearly state: "Do not merge kindergartens with general schools; do not merge continuing education facilities with general schools."
The arrangement of continuing education facilities must be consistent with the lifelong learning needs of local people. Ensure the principles of democracy, publicity and transparency in the implementation process.

In particular, for preschool and general education facilities, only merge schools and school locations within the scope of a commune-level administrative unit; prioritize retaining school locations with favorable conditions (facilities, traffic, concentrated population); dissolve separate school locations that do not meet minimum facility standards.
Educational institutions subject to consolidation must have adequate facilities at the main school site.
The conversion of land use purposes and facilities at relocated schools must comply with legal regulations and ensure effective use.
Ensure that each commune-level administrative unit has at least one kindergarten, one primary school and one secondary school.
In special cases, it is possible to organize a general school with many levels, but separate areas must be arranged for each level to ensure teaching and learning conditions.
Prioritize multi-level school models (primary and secondary) in sparsely populated areas or places with difficult travel conditions.
At the same time, consider merging kindergartens and small-scale, substandard primary schools in the same commune according to a suitable roadmap.
The Ministry of Education and Training also guides the arrangement and merger of continuing education centers, vocational education - continuing education centers into vocational education - continuing education centers.
Arrange and merge continuing education centers and vocational education - continuing education centers into inter-ward and commune vocational education - continuing education centers according to the functions, tasks and organizational structure of vocational education - continuing education centers; merge continuing education centers with inter-ward and commune vocational education - continuing education centers in the same commune-level area.
Arrange and merge community learning centers according to commune level; ensure each commune-level administrative unit has a commune-level community learning center.
