This policy is also at a competitive level at some schools, such as the University of Economics and Law (Ho Chi Minh City National University) which rewards 150 million VND for those who meet the standards for the title of Professor, 100 million VND for those who meet the standards for the title of Associate Professor. Along with the "hot" bonus policy for candidates with academic titles, universities also apply a one-time attraction policy when recruiting personnel with high degrees. Associate Professor Dr. Nguyen Xuan Hoan, Principal of Ho Chi Minh City University of Industry and Trade, said that professors are supported with 200 million VND and associate professors with 150 million VND immediately upon joining the school. At the same time, these personnel are also given the best working conditions, fully equipped with equipment for scientific research and technology transfer.
In the Ho Chi Minh City National University, some schools are also generous with one-time attraction policies. For example, at the University of Economics and Law, professors working at the school will receive 350 million VND, associate professors will receive 250 million VND. Ho Chi Minh City University of Industry is implementing a one-time financial support policy when signing a working contract at the school, the support level for associate professors ranges from 200 - 300 million VND and professors from 350 - 500 million VND.
At the same level, last year the University of Finance and Marketing announced its plan to recruit and attract highly qualified lecturers. According to the school's internal spending regulations, professors under 50 years old are given a one-time support of 500 million VND, those over 50 to under 55 years old are given 400 million VND. Associate professors under 50 years old are given 300 million VND, those over 50 to under 55 years old are given 200 million VND. For PhDs graduated abroad, the one-time support is 100 million VND and PhDs graduated domestically are given 60 million VND (regardless of age).
NOT JUST FINANCIAL REWARDS
The treatment of people with high academic degrees at universities is also recognized by specific income. Ho Chi Minh City University of Industry is applying many competitive treatment policies for lecturers with the titles of Professor and Associate Professor. According to the internal spending regulations in 2025, Professors receive an allowance of 12 million VND/month and Associate Professors receive 10 million VND/month, based on the level of completion of annual scientific tasks. This is considered a strong incentive mechanism, recognizing the academic leadership role of the team with high academic degrees. At the same time, Professors/Associate Professors have their teaching hours reduced, focusing more on research, international publications, guiding graduate students and presiding over major topics. Not only stopping at financial support, the school also applies a contract mechanism for domestic and foreign experts. Accordingly, professors and associate professors are supported with airfare, arranged to stay at professor dormitories, have full use of laboratories and facilities, and receive high remuneration for teaching hours and research products.
Saigon University also issued a one-time bonus policy for both newly recruited lecturers and working lecturers when they achieve the required degree or title. Specifically, each new PhD receives 100 million VND, Associate Professor 150 million VND and Professor 300 million VND. At the same time, the school ensures a competitive minimum monthly income, lecturers with a PhD receive a minimum of 35 million VND/month, Associate Professor 40 million and Professor 45 million...
At the seminar "University Education - Building comprehensive autonomy and developing high-quality human resources in the spirit of Resolution 71-NQ/TW" held at Ho Chi Minh City University of Education at the end of October, a representative of Ho Chi Minh City University of Agriculture and Forestry shared the flexible attraction mechanism the school is applying in recruiting people with doctoral degrees or higher. Specifically, if a candidate has a master's degree, they must complete the first round of the recruitment process, then continue to interview and practice in the second round. However, for candidates with doctoral degrees or higher, the school has a flexible mechanism that does not require the first round of the recruitment process, but only conducts a capacity assessment test according to regulations.
