The story of decentralization and delegation of authority to recruit teachers should be assigned to the Director of the Department of Education and Training or the Chairman of the People's Committee of the commune or ward is receiving many opinions expressing interest. VietNamNet reporter recorded the opinion of Dr. Hoang Ngoc Vinh, former Director of the Department of Vocational Education (Ministry of Education and Training) on the draft Resolution on specific mechanisms and policies to make breakthroughs in education and training development, including the recruitment and use of teachers. Dr. Vinh said:
Not the commune level or the Department of Education and Training, the recruitment of teachers should be assigned to the general schools. It is possible to follow a similar model to business administration: "Whoever is responsible for the product should recruit people".
The unit that is directly responsible for the quality of education and the quality of students should be responsible for recruiting teachers. Therefore, it is necessary to let general schools directly recruit teachers. At the same time, to ensure fairness and prevent preferential treatment, it is necessary to establish a transparent monitoring board for that process, with representatives from the commune and the Department of Education and Training.

There are many reasons why recruitment should not be assigned to the People's Committees at the commune level or the Department of Education and Training. Because if the recruitment authority is assigned to the Department of Education and Training, it will only transfer the recruitment of teachers from the former Department of Home Affairs to the Department of Education and Training. In other words, the mechanism still creates conditions for the old problems to continue; it is just transferred from one place to another, the nature has not changed.
At the same time, in that spirit, the principal and school board must also be responsible for the quality of the teachers recruited and the quality of education that goes with it.
For private schools, recruiting good teachers is a matter of survival for the school. In public schools, to prevent schools from recruiting carelessly or for personal gain, the Department of Education and Training and the People's Committee of the commune can send representatives to participate in the recruitment council.
Above all, it is necessary to give schools autonomy, responsibility for recruitment and accountability in this matter. This way, teachers can avoid having to work with too many agencies. Because when the Department of Education and Training or the commune or ward has finished recruiting, but when the principal evaluates the school, many problems will arise if they are not suitable. The main job of the Department of Education and Training should be to assign schools recruitment targets, issue standards and carry out supervision.
In situations where schools report that they do not have the capacity and conditions to recruit teachers (such as in remote areas, with difficulties in recruiting sources, etc.), the Department of Education and Training can support this step.

To save money and be fair, as well as help teachers use some of their results to apply to other schools, the Department of Education and Training can support the organization of a common theory exam (the practical exam and interview are left to the schools).
In case of large recruitment scale, the Department of Education and Training can participate in the organization of the theoretical exam to create a common, uniform exam that is also less costly than organizing it in many school-level examination councils. After the preliminary theoretical round, the following stages are still organized at the schools.
As for the mobilization, arrangement, and transfer when necessary, in my opinion, it should be assigned to the Department of Education and Training or the commune/ward, depending on the level. If it is only within the commune/ward, then clearly the commune level has the authority to mobilize, transfer, second, arrange, and assign personnel at public educational institutions managed by the locality. However, when the scope is within the province (between schools in different communes), this commune cannot allocate to another commune. It is reasonable that this matter should be regulated by the Department of Education and Training, because this is the agency that holds the overall personnel within the provincial level.
In short, when the institutional model changes, the school governance model also needs to be innovated to increase autonomy and ensure community supervision. Moreover, the number of commune-level cadres in charge of education will never be enough if the mindset and procedures remain the same as before. What schools and communes cannot do in the recruitment stage, superiors should intervene at different levels, ensuring the effectiveness and accountability of educational institutions for the quality of recruitment.
