According to the Ministry of Education and Training, implementing the Law on Civil Servants and documents guiding the implementation of the Law on Civil Servants, since 2015, the Ministry has issued documents guiding the codes, standards, appointments, and salary classification according to professional titles. The Ministry also stipulates standards, conditions, contents, and forms of examinations/examinations for promotion of professional titles of teachers at all levels according to assigned authority, as a basis for localities to implement.
However, through inspection, the Ministry of Education and Training found that there were still shortcomings: Some provinces had never organized teacher promotions in the 2016-2025 period; some provinces had developed a teacher promotion project for the 2024-2025 period but had not approved it or had approved it but had not implemented it; some provinces had organized it but the implementation was not synchronous between education levels and between administrative units.
To ensure the rights of teachers who meet all conditions and standards according to current regulations, the Ministry requests the People's Committees of provinces to direct the implementation of a review of the current status of teacher promotion work in localities. This work must be reported to the Ministry of Education and Training before November 30, 2025.
At the same time, provinces need to continue to organize the examination of professional titles for public preschool and primary school teachers in the province according to the provisions of law. During the implementation process, if there are any difficulties or problems, localities should contact the Ministry (through the Department of Teachers and Educational Managers) for guidance and support.
