Regulations on documents and procedures for vehicle registration

Citizen: I bought a SH motorbike registered in 2024. The Ministry of Public Security asked me what documents are required to change the owner's name?

Regarding the above content, the Ministry of Public Security responded as follows:

Article 16, Article 17 of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Ministry of Public Security regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes have specifically stipulated the responsibilities of vehicle owners, documents and procedures for name change. We request you to comply with the regulations. Specifically:

"Article 16. Vehicle registration documents

1. Recall records

a) Declaration of revocation of vehicle registration certificate and license plate;

b) Vehicle owner's documents as prescribed in Article 10 of this Circular;

c) 02 copies of the vehicle's engine number and chassis number;

d) Copy of vehicle ownership transfer documents as prescribed;

d) Vehicle registration certificate and license plate; in case of loss of vehicle registration certificate or license plate, the reason must be clearly stated in the vehicle registration certificate and license plate revocation declaration.

While waiting for the revocation result, the vehicle owner is allowed to keep the license plate for use and must return it when receiving the revocation certificate; in case the vehicle owner does not return the license plate, the vehicle registration authority will cancel the result and request the vehicle owner to redo the revocation procedure in case the license plate is lost according to regulations.

2. Application form

a) Vehicle registration certificate;

b) Vehicle owner's documents as prescribed;

c) Vehicle ownership transfer documents as prescribed;

d) Vehicle registration fee documents as prescribed;

d) Certificate of revocation of vehicle registration certificate and license plate.

Article 17. Vehicle registration procedures

1. Withdrawal procedure

a) The vehicle owner declares the revocation of the vehicle registration certificate and license plate on the public service portal, provides the online vehicle registration file code or declares the revocation of the vehicle registration certificate and license plate (according to form DKX11 issued with this Circular) at the vehicle registration agency; submits the revocation dossier specified in Clause 1, Article 16 of this Circular and receives an appointment to return the results of the revocation of the vehicle registration certificate and license plate as prescribed;

b) After checking the valid vehicle records, the vehicle registration authority shall issue 02 copies of the certificate of revocation of the vehicle registration certificate and license plate according to regulations, with the engine number and chassis number rubbed on the copy and the vehicle registration authority's seal on the engine number and chassis number rubbed on the copy (01 copy returned to the vehicle owner, 01 copy kept in the vehicle records). For temporarily imported and re-exported vehicles of subjects enjoying diplomatic immunity, 03 copies of the certificate of revocation of the vehicle registration certificate and license plate shall be issued (02 copies returned to the vehicle owner to submit to the customs authority and the vehicle registration authority, 01 copy kept in the vehicle records).

In case the vehicle owner has a need, he/she will be granted a temporary vehicle registration certificate along with a certificate of revocation of the vehicle registration certificate and license plate, without having to have a temporary vehicle registration file.

2. Registration procedure

a) Organizations and individuals receiving vehicle ownership transfer must declare vehicle registration as prescribed in Article 9 of this Circular; bring the vehicle for inspection and submit documents as prescribed in Clause 2, Article 16 of this Circular;

b) After checking the vehicle records, if the vehicle is actually valid, the vehicle registration authority will issue a vehicle registration certificate and license plate number according to the provisions at Point b, Clause 2, Article 14 of this Circular;

c) Receive the appointment paper for the result, pay the vehicle registration fee and receive the license plate (in case the license plate is issued according to the provisions at Point c, Clause 2, Article 14 of this Circular); in case the vehicle owner needs to receive the vehicle registration result via the public postal service, he/she must register with the public postal service unit;

d) Receive vehicle registration certificate from vehicle registration office or from public postal service unit.

In case the issued license plate is a 3-digit or 4-digit license plate, it must be changed to an identification license plate according to the provisions of this Circular.".
