Minister of Health Dao Hong Lan has just signed and issued Circular No. 43/2025/TT-BYT guiding the functions, tasks, powers and organizational structure of health stations in communes, wards and special zones of provinces and centrally run cities.

The Circular stipulates that the Commune Health Station is a public health service unit directly under the People's Committee of a commune, ward, or special zone of a province or centrally run city (collectively referred to as the Commune-level People's Committee).

Commune-level health stations are under the direct direction and management of the People's Committee of the commune level in terms of organization, human resources, assets, and finance; at the same time, they are under the direction, support, guidance, and inspection of the Department of Health and related units in terms of expertise and profession according to the provisions of law.

According to the Circular, Commune-level Health Stations have the function of providing and performing professional and technical services in the following fields: disease prevention; medical examination and treatment; management and improvement of community health; protection and care for mothers and children; care for the elderly and people with disabilities; social protection; population; food safety; pharmaceuticals; medical equipment and other medical services as prescribed by law.

22 duties and powers

The Circular stipulates that the Health Stations of communes, wards, and special zones in provinces and centrally-run cities have 22 tasks and powers regarding disease prevention and community health improvement; medical examination and treatment; protection and care for mothers and children, reproductive health care; social protection; food safety...

Specifically, regarding disease prevention and community health improvement, the Commune Health Station carries out professional and technical activities on the prevention and control of infectious diseases and HIV/AIDS: monitoring, screening, early detection of infected people; vaccination, preventive treatment; implementing measures to prevent and control epidemics, handling and overcoming the consequences of epidemics and measures to prevent and control risk factors that cause the outbreak and spread of epidemics and diseases according to the provisions of law.

Carry out professional and technical activities on prevention and control of non-communicable diseases: monitoring, controlling and preventing risk factors; monitoring, screening, detecting, managing, consulting, following up, and providing health care for at-risk subjects and people with non-communicable diseases in the community; implementing measures to prevent and control non-communicable diseases according to the provisions of law.

Regarding medical examination and treatment, the Commune Health Station provides first aid and emergency care for emergencies, accidents, and urgent situations occurring in the area according to the provisions of law; performs the tasks of providing initial medical examination and treatment and rehabilitation for patients within the scope of professional activities approved by competent authorities and according to the provisions of law; performs family medical examination and treatment according to the provisions of law...

Regarding food safety , the Commune Health Station carries out activities to prevent food poisoning; coordinates investigation, tracing, monitoring, handling and remedying food incidents, food poisoning cases and foodborne diseases; monitors food contamination risks in the area according to the provisions of law.

Instruct and supervise food safety for street food; coordinate guidance and supervision of food production and business establishments and food service establishments in the area to ensure food safety according to the provisions of law.

Regarding social protection, the Commune Health Station provides social work services: receiving, screening, assessing needs and supporting the elderly, people with disabilities, children, victims of trafficking, violence, people with mental disorders or mental disorders; providing counseling, psychological support, connecting and referring to relevant facilities and organizations according to the provisions of law.

Case management, monitoring, supervision and intervention in the community; coordination with organizations, unions, individuals and networks of social work collaborators in the community to implement social work activities in accordance with the law.

Commune health stations establish and manage personal health records in the area according to the provisions of law; deploy basic health service packages according to the provisions of law; carry out activities in preventing and overcoming the consequences of natural disasters and catastrophes and responding to medical emergencies.

Participate in projects and programs in the medical field according to regulations of competent authorities; carry out military-civilian medical cooperation according to characteristics, actual situation and according to regulations of law.

Sign a contract with the social insurance agency to organize medical examination and treatment under health insurance at the commune-level health station according to the provisions of the law on health insurance.

Carry out tasks related to quality management; research and participate in scientific research, technology development; apply scientific and technical development in professional activities; cooperate internationally according to actual situations and according to regulations of law...

Organizational structure of commune health stations

According to the Circular, the leaders of the Commune Health Station include: Director and Deputy Director. The number of Deputy Directors is implemented according to the provisions of law and of competent authorities.

The Director and Deputy Director of the Commune Health Station shall be appointed, reappointed, have their term of office extended, be dismissed, resign, or be removed from their management positions by decision of the Chairman of the Commune People's Committee in accordance with the provisions of law.

The minimum organizations of a commune-level Health Station include: Office or General Administration Department; Department of Population, Children, and Social Protection; Department of Disease Prevention and Food Safety; Department of Medical Examination and Treatment; Department of Pharmacy, Medical Equipment, and Paraclinical.

The stations are organizations under the Commune Health Station, organized to carry out all or part of the functions and tasks of the Commune Health Station to ensure the provision of health services to the people.

The Director of the Commune Health Station issues the functions, tasks and working relationships for organizations under the Commune Health Station.

This Circular takes effect from January 1, 2026.
