According to Article 19 of the Decree, the mechanism for implementing the policy of tuition exemption, reduction and support is specifically regulated as follows:
1. Tuition exemptions, reductions and support for learning costs are applied throughout the student's time studying at the educational institution, if they continue to meet the conditions for enjoying the policy.
2. The State budget will provide compensation for tuition exemption and reduction for students at public educational institutions. The compensation level is determined by the People's Council of the province or city but must not exceed the tuition ceiling according to the framework prescribed in the Decree.

3. For students at private educational institutions, the State directly provides tuition support at a level decided by the locality based on the Government 's tuition framework, but not exceeding the actual collection level of the non-public educational institution.
4. In case the tuition support policy under this Decree overlaps with other legal documents in effect, learners will enjoy the highest level of support.
5. Tuition exemption, reduction and support are not applicable to students receiving salaries or living expenses while studying; graduate students and doctoral students (except for special cases specified in the Decree).
6. Students are only entitled to one tuition exemption or reduction if they register to study at multiple educational institutions or multiple majors at the same school at the same time.
7. Tuition support policy does not apply to continuing education programs aimed at improving skills and updating short-term knowledge, except for cases of studying to obtain a diploma under the national education system.
8. No support will be paid during the time the student is disciplined, suspended from studying, forced to drop out, put on hold, or repeats the course, except in cases of absence due to illness, accident, or force majeure confirmed by the head of the educational institution.
9. Tuition support and subsidy funds are paid based on actual study time, up to 9 months/school year for preschool, general education and continuing education; 10 months/school year for vocational education and university. Payments are made twice a year at the beginning of each semester.
10. Subjects eligible for support for study costs under Article 17 of the Decree will be granted 150,000 VND/month to buy books, notebooks and school supplies, for a maximum of 9 months/school year, paid twice a year.
11. In case the application is submitted correctly but the student has not received the support money on time, the paying agency is responsible for paying back or deducting it from the next payment period, ensuring that benefits are not interrupted.
Parents and students need to proactively monitor notifications from educational institutions and complete their applications on time to avoid missing out on benefits under the new regulations.
