The Decree applies to civil servants in agencies of the Communist Party of Vietnam , the State, the Vietnam Fatherland Front and socio-political organizations at the central, provincial and communal levels. The Decree stipulates the principles, contents, programs, forms and management, organization of training and fostering of civil servants.
Postgraduate training: Civil servants can be sent for postgraduate training if they meet the conditions such as having worked for 3 years or more, not being over 45 years old and having a commitment to serve after training. Civil servants must compensate for training costs if they voluntarily drop out of school, quit their job or do not complete the course.
Civil servant training: Training content includes political theory, national defense and security knowledge, state management skills and other professional skills. Civil servants in leadership and management positions must complete the training program within 12 months of appointment.
Overseas training: Civil servants can be sent abroad for training if the country has a modern administration and is suitable for the needs of the agency. Civil servants must meet the conditions of age, health and not be under disciplinary action.
This Decree comes into force from August 15, 2025.
