Nowadays, the urbanization process is taking place rapidly. Due to the negative impact of the market mechanism, traditional cultural values in each village are facing the risk of fading away and being distorted. In some places, pragmatic lifestyles have crept into the lives of the community, causing cracks and breaking the strong feelings and close relationships between families, villages, and hamlets... In this situation, localities have widely and effectively implemented the movement to build a cultural house and a cultural family to ensure a harmonious combination between absorbing advanced cultural values and preserving the cultural identity of the village.
Mr. Tran Van Hoa's family in residential group 1 Lien Ha 2, Loc Ha ward ( Nam Dinh city) has won the title of "Outstanding cultural family" for many consecutive years.
On December 7, the Government issued Decree 86/2023/ND-CP stipulating the framework of standards and procedures, procedures, and dossiers for considering and awarding the titles of "Cultural Family", "Cultural Village, Residential Group", "Typical Commune, Ward, and Town". Accordingly, the consideration and awarding of the titles of "Cultural Family", "Cultural Village, Residential Group", "Typical Commune, Ward, and Town" is carried out annually and the evaluation is completed before November 25. Within 15 days from the date of the decision to award the title, the agency issuing the decision shall publicly announce it on the bulletin board or electronic information page of the agency, unit, and other forms according to regulations on the list of families, villages, residential groups, communes, wards, and towns awarded the emulation title.
Family members who violate one of the following cases will not be considered for the title “Cultural Family”: such as being prosecuted for criminal liability; not fulfilling military service and tax obligations; being administratively sanctioned for: Child marriage, organizing child marriage; violating regulations on marriage, divorce and violating the monogamous marriage regime; being administratively sanctioned for: Violating regulations on public order; illegal gambling; preventing and combating social evils; fire prevention and fighting, rescue and prevention and combating domestic violence. Villages and residential groups that violate one of the following cases will not be considered for the title “Cultural Village and Residential Group” for having mass complaints and illegal complaints beyond the level of the law; having illegal religious activities.
Communes, wards and towns that violate one of the following cases will not be considered for the title of “Typical commune, ward or town” for allowing complex criminal, drug and social evils to occur; the rate of crimes, social evils and traffic accidents, fires and explosions is not controlled, increasing compared to the previous year, causing serious consequences. Allowing citizens residing in the area to take advantage of the right to complain and denounce to gather in large numbers to disrupt security and order, demonstrate, march, and file complaints beyond their level, allowing anti-Party and anti-government activities to occur, and undermining the great solidarity bloc.
