Planning opens the way for investment

After the merger, Thai Nguyen has a new strategic position thanks to the resonance between the industrial, infrastructure and human resources strengths of Thai Nguyen and the forest, ecological and cultural heritage potential of Bac Kan (old). This advantage can only be promoted when the planning is systematically restructured, has an inter-regional vision, investment orientation, ensuring economic growth associated with resource conservation and regional identity.

Before the merger, Thai Nguyen had its planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in March 2023. The province has developed a system of industrial parks and clusters with synchronous planning and infrastructure, attracting many processing, manufacturing and supporting industry enterprises with modern technology.

Bac Kan province also had its planning approved from November 2023, oriented to be a nature reserve, an eco-tourism destination with Ba Be Lake and rich forest resources.

When integrated into a master plan, these two advantages allow for the formation of a complete value chain from sustainable raw material areas in mountainous areas supplying processing zones, connecting with transportation routes and consumer markets. More importantly, the new scale is large enough to attract inter-regional projects with large capital scale and widespread impact.

The planning space needs to prioritize solving infrastructure bottlenecks between the southern urban area and the mountainous region, ensuring seamless connectivity between production points and consumption points, between forest resources and processing plants.

It is necessary to establish a multi-industry development corridor, where a route not only serves the trade of goods but also opens up a chain of tourism projects, industrial processing clusters and residential areas for workers.

At the same time, reviewing and integrating old planning projects needs to be carried out in parallel with consultation with the community, businesses and experts to avoid overlap and reduce conflicting goals between industrial development and resource conservation.

In practice, businesses carefully consider legal risks, infrastructure costs and access to resources before investing.

Therefore, planning needs to be accompanied by a clear public investment roadmap, clean land funds prepared in the right order, along with transparent incentive policies and effective one-stop procedures. The public-private partnership model needs to be flexibly applied to mobilize capital for transportation, logistics, water supply and waste treatment.

Urgent tasks being implemented by the province include: Digitizing and publicizing planning maps; establishing a specialized investment promotion mechanism responsible to the Provincial People's Committee and applying a set of indicators to monitor project progress and quality.

These solutions help investors quickly assess risks, shorten procedures and increase transparency.

In the medium term, Thai Nguyen prioritizes completing connecting traffic infrastructure, forming logistics centers and preparing clean land for large processing zones.

In the long term, the province aims to increase the proportion of services and tourism, increase the proportion of workers through vocational training and participate in the carbon credit market from sustainable forest management projects.

Planning is not only an orientation tool but also a foundation for Thai Nguyen after the merger to fully exploit the new scale advantage.

When the planning is restructured according to an inter-regional vision, synchronously solving infrastructure bottlenecks and creating multi-sector development corridors, the province will form a sustainable value chain, both attracting investment and ensuring a balance between industry, services and ecological conservation.

This is the key for Thai Nguyen to affirm its role as a new growth pole of the Northern key economic region.
