Urban development planning towards green and modern direction

According to Decision No. 1319/QD-TTg of the Prime Minister approving the Planning of Ninh Thuan province for the period 2021-2030, with a vision to 2050, the province strives to have 12 urban areas by 2030, including: 1 type II urban area, Phan Rang-Thap Cham City; 4 type IV urban areas, including 2 existing urban areas, Tan Son, Phuoc Dan and 2 new urban areas, including Phuoc Nam, Ca Na (striving to meet the criteria of type V urban areas in the period 2021-2025); 7 type V urban areas, including 1 existing urban area, Khanh Hai and 6 new urban areas, including Loi Hai; Phuoc Dai; Thanh Hai (striving to meet the criteria of type V urban areas in the period 2021-2025) and Lam Son, Vinh Hy, Son Hai.

In line with Decision 1319/QD-TTg, the province is focusing on planning and calling for investment in developing new urban areas and residential areas (KDC) in a modern direction, with a green and sustainable living environment, with full amenities, meeting the requirements of socio -economic development and improving the quality of life for the people. To achieve the above goals, the province will focus on attracting investment resources to build infrastructure, develop new urban areas (KDT), new residential areas; in which, focusing on attracting investment from domestic and foreign enterprises and organizations. At the same time, the province will promote administrative reform, create a favorable environment to attract investment in urban development; improve the quality of urban management, environmental protection, and sustainable urban development.

Specifically, for Phan Rang-Thap Cham City, the province continues to build a framework technical infrastructure system and complete the city-wide construction zoning planning projects, as a premise to promote the development of the planned urban area. At the same time, the province upgrades and renovates existing residential areas, completing technical infrastructure in urban areas and residential areas in the city. At the same time, the province allocates capital to establish investment projects to build technical and social infrastructure works such aseducation , health, culture, and sports to supplement and complete the standards of wards according to current regulations.

At the same time, focus on building 6 urban areas in the coastal strip including Vinh Hy, Thanh Hai, Khanh Hai, Phan Rang-Thap Cham, Son Hai, Ca Na, developing according to the interwoven spatial structure, mixed urban-tourism with its own identity, friendly to the environment. Among them, Phan Rang-Thap Cham City will be the administrative, political, economic, cultural, tourism, service, educational, scientific and technical, and sports center of the province, developing in a sustainable, green and smart direction. This will also be the 5th tourist city in the southern tourist sub-region of the South Central region.

The province aims to have an urbanization rate of about 55-56% by 2030; ensure that 100% of type III or higher urban areas complete urban classification criteria for urban infrastructure, especially infrastructure for health, education, training and urban cultural works; the urban economy accounts for 85% of the province's GRDP. Currently, the province has 1 type II urban area, Phan Rang-Thap Cham City; 3 type V urban areas, Tan Son (Ninh Son district), Phuoc Dan (Ninh Phuoc district) and Khanh Hai (Ninh Hai district), with an urbanization rate of about 35.5%. The province is focusing on building Phan Rang-Thap Cham City to gradually become a modern, smart urban area, improving the quality of people's lives, ensuring a green-clean-beautiful environment.

Previously, according to Decision No. 92/QD-UBND approving the adjustment of the Urban Development Program for the period 2021-2025 and orientation to 2030, the province prioritized calling for investment in 104 urban areas and residential areas in Phan Rang-Thap Cham City and 6 districts in the area. Of which, Phan Rang-Thap Cham City has 29 projects, Ninh Son District has 5 projects; Ninh Phuoc District has 8 projects; Ninh Hai District has 29 projects; Thuan Bac District has 15 projects; Bac Ai District has 5 projects and Thuan Nam District has 13 projects. This is the legal basis for agencies, departments and localities to develop programs and plans for urban and rural development, infrastructure to ensure connectivity and consistency with the planning of the province and sectors. Currently, the province is focusing on accelerating the progress of urban area projects that have been granted investment policy decisions such as: Binh Son-Ninh Chu Sea Urban Area (K2); Phu Ha new urban area; Dinh River bank new urban area; Ca Na Dam new urban area... Thap Cham 1 residential area; Chi Lanh residential area.

Mr. Truong Van Tien, Director of the Provincial Investment, Trade and Tourism Promotion Center, said: Towards the conference to announce the Provincial Planning for the period 2021-2030, with a vision to 2050, the Provincial People's Committee has approved 55 investment projects in the province, including 14 projects related to construction and real estate business with a total area of over 745.15 hectares, including: Northeast New Urban Area (Area K3); Northwest New Urban Area; Southeast 1, Southeast 2 New Urban Area; New Urban Area South of Phan Dang Luu Street; Binh Son Residential Area; Phuoc My 2 Residential Area (phase 1); Dong Van Son-Bac Binh Son New Urban Area; Tri Hai New Urban Area; Khanh Hai New Urban Area; Da Chong Mountain New Urban Area; Khanh Hoi New Rural Residential Area; An Hai New Rural Residential Area; Bac Song Ong Urban Area. These are projects within the provincial planning, supplementing the development of new urban areas and residential areas in a modern direction, with a green and sustainable living environment, full of amenities, meeting the requirements of socio-economic development and improving the quality of life for people.
