Irrigation planning contributes significantly to Vietnam's sustainable development.

Irrigation is one of the important national infrastructures, not only for socio -economic development, but also plays an important role in the sustainable development process of Vietnam.

On March 21, the Ministry of Agriculture and Rural Development announced the Prime Minister's Decision approving the Planning for natural disaster prevention, control and irrigation for the 2021-2030 period, with a vision to 2050.

Mr. Nguyen Hoang Hiep - Deputy Minister of Agriculture and Rural Development said: The proposed planning has been combined and synchronized with traffic works and other infrastructure works in the direction of serving multiple purposes, ensuring water security, contributing to meeting the requirements of rapid and sustainable national development; Building connection, regulation, linkage, and water transfer works, moving towards forming an inter-provincial, inter-regional, and inter-basin water source connection network.

The works and projects proposed in the Plan are all considered to resolve the existing problems and challenges for irrigation, natural disaster prevention and control in the current context and vision to 2050 such as: national water security; climate change, extreme natural disasters; responding to upstream development activities that cause water shortages, droughts, and saline intrusion in the dry season; alluvial depletion, affecting people's livelihoods... Prioritize solutions to apply digital technology, digital governance infrastructure, advanced, modern, and smart science and technology in directing, operating, managing, exploiting, and operating irrigation infrastructure, preventing and controlling natural disasters. Improve the capacity to monitor and warn of floods, flash floods, inundation, flooding, droughts, water shortages, saline intrusion, landslides...

The proposed projects and works in the planning focus on environmental protection, restoration of polluted water sources; protection of water environment, control of water quality, and management of water pollution in irrigation systems.

The planning also aims to ensure irrigation, water supply, drainage and sewerage for agriculture, people's lives and economic sectors; enhance the capacity to proactively prevent and combat natural disasters, minimize damage caused by natural disasters; meet the requirements for sustainable socio-economic development, environmental protection; adapt to climate change and development of upstream countries. Specifically, by 2030, 3.2 million hectares of rice will be irrigated and supplied with water; 70% - 90% of the area of upland crops, fruit trees, industrial crops and vegetables will be supplied; enough water will be provided for about 10.5 million livestock and poultry... Provide enough water for rural living, concentrated livestock and aquaculture; create a source of water for urban areas, industry and other needs. At the same time, protect the quality of water in irrigation works and proactively respond to droughts and water shortages, upgrade 8 large reservoirs, with a total capacity increased by 360 million m3. The plan also sets out requirements and goals for improving capacity to prevent flash floods, landslides and other types of natural disasters.

Priority projects are also divided into 3 phases with a total investment of 489,000 billion VND. From now until 2030, priority will be given to building new large reservoirs; increasing the capacity of existing large reservoirs. Upgrading large irrigation systems managed by the Ministry of Agriculture and Rural Development and a number of other large, important systems. At the same time, constructing works to overcome the lowering of water levels in the Red River, Ma River, and Ca River basins; upgrading river and sea dykes and works to prevent and combat natural disasters.

Deputy Minister Nguyen Hoang Hiep requested that the units of the Ministry, together with localities, review policy mechanisms and propose to the Government and the National Assembly breakthrough policy mechanisms on resources and human resources to resolve conflicts and implement the planning. At the same time, coordinate and find solutions to implement the planning in order of priority.
