Streamlining the administrative apparatus is a regular and systematic task to meet the development needs of the country in each specific historical period. Along with the reorganization and consolidation of many ministries, departments, and central and local agencies, the reorganization and consolidation of political and social organizations and mass associations assigned by the Party and State to the Central Committee of the Vietnam Fatherland Front is in line with the Party's leadership mechanism. This is a historic decision for a new era of the nation.
It's necessary, it must be done immediately.
In recent times, the implementation of Resolution No. 18-NQ/TW dated October 25, 2017, of the Central Committee of the Communist Party of Vietnam on "Some issues concerning the continued reform and restructuring of the political system's organizational apparatus to be streamlined, effective, and efficient" (Resolution No. 18) and the conclusions of the Politburo on continuing to restructure and streamline the organization and apparatus of the political system, the Vietnam Fatherland Front, and its member organizations has achieved good results. However, the organizational structure remains cumbersome, with many layers and multiple points of contact; the functions, tasks, powers, and working relationships between many agencies, units, and organizations still overlap and duplicate each other… urgently needing to be restructured and streamlined to achieve greater efficiency.

In fact, throughout the process of leading the country, the Party and President Ho Chi Minh always paid attention to streamlining the administrative apparatus to better serve the people. President Ho Chi Minh affirmed that: It is necessary to reorganize and improve the apparatus from top to bottom, making it neat and rational. Streamlining the apparatus reduces the burden on the people in "supporting" the political system, while simultaneously improving its effectiveness and efficiency, so that more beneficial things can be done for the people. Streamlining the apparatus is a driving force that motivates each official to strive to improve their productivity through emulation.
Resolution No. 06-NQ/HNTW, dated March 29, 1989, of the 6th Conference of the Central Committee of the Party (6th term) on "Reviewing two years of implementing the Resolution of the 6th Party Congress and directions and tasks for the next three years," along with the documents of the 9th and 12th Party Congresses, all emphasized the task of streamlining the organizational structure and building a comprehensive model of the political system's organizational structure to meet the requirements of the new stage. The 13th Party Congress determined: "Renewing the organizational structure, content and methods of operation, enhancing the responsibility of cadres of the Fatherland Front and political and social organizations, focusing strongly on the grassroots level and residential areas."

From Conclusion 126 to Conclusion 127-KL/TW of the Politburo, the Secretariat assigned the Party Committee of the Vietnam Fatherland Front and central mass organizations to preside over and coordinate with the Central Organization Department, the Party Committee of the Government, the Party Committee of the National Assembly, and relevant agencies to research orientations and develop proposals and submissions to the Politburo on the reorganization of political and social organizations and mass associations assigned by the Party and State to be directly under the Central Committee of the Vietnam Fatherland Front (in line with the current party organizational structure).
Therefore, reorganizing political and social organizations and mass associations assigned by the Party and State to be directly under the Central Committee of the Vietnam Fatherland Front is necessary and must be done immediately.
Accordingly, the Central Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW issued Document No. 43-CV/BCĐ on the Plan for continuing the reorganization of the political system's apparatus. The document clearly states that the Party Committee of the Vietnam Fatherland Front and central mass organizations are required to take the lead and coordinate with the Central Organization Committee and relevant agencies to incorporate feedback from localities, agencies, and units, finalize the Submission and Proposal for the reorganization and streamlining of the Vietnam Fatherland Front, political and social organizations, and mass associations assigned by the Party and State, and report to the Politburo before March 25, 2025; and incorporate the Politburo's feedback, finalize the Submission and Proposal, and submit the report to the Central Committee before April 1, 2025. According to the plan of the Central Steering Committee, the restructuring of political and social organizations and mass associations assigned by the Party and State to be under the direct control of the Vietnam Fatherland Front must be completed before July 15, 2025.

Responding to the trends of the times, conforming to the laws of nature.
Speaking to the press, Dr. Tran Anh Tuan, former Deputy Minister of the Ministry of Interior and President of the Vietnam Association of Administrative Sciences, stated that, legally, Article 1 of the 2015 Law on the Vietnam Fatherland Front stipulates that "The Vietnam Fatherland Front is a political alliance, a voluntary union of political organizations, socio-political organizations, social organizations, and prominent individuals from various social classes, strata, ethnic groups, religions, and Vietnamese people residing abroad." The socio-political organizations and social organizations currently assigned tasks by the Party and State are all members of the Vietnam Fatherland Front. Therefore, this arrangement further demonstrates the legal provisions regarding the position and role of the Vietnam Fatherland Front and strengthens closer ties with its member organizations.

In practical terms, our country is currently developing a socialist-oriented market economy, perfecting the socialist rule of law, and promoting socialist democracy under the leadership of the Party; science and technology, artificial intelligence, and digital transformation are increasingly developing; international integration is underway; and the fight against corruption, negative phenomena, and waste continues to be intensified. The organization and operation of the Vietnam Fatherland Front and its member organizations, especially political-social organizations and mass organizations entrusted with tasks by the Party and State, need to be strongly reformed. This reform should aim for streamlining, centralization of responsibilities, reduction of intermediate levels, improvement of the quality of staff, application of information technology and artificial intelligence, and combating waste...
“The arrangement of placing political and social organizations and mass associations assigned by the Party and State under the direct control of the Central Committee of the Vietnam Fatherland Front is not only complete in terms of political basis and legal grounds, but also meets the trends of the times, conforms to the law, and is an objective necessity in the current revolution to streamline the organizational structure. This is a very correct and wise decision of our Party,” Mr. Tran Anh Tuan shared, affirming that this arrangement has great significance and contributes to the success of the revolution to streamline the organizational structure. It further concentrates the Party's leadership in mass mobilization work, focusing on a single point of contact, enhancing the efficiency and effectiveness of the Vietnam Fatherland Front in leading and mobilizing all strata of the people to unite the great national unity, promote the people's right to self-governance, and ensure high unity in thought and action in the cause of promoting the strength of national unity. Practicing democracy, strengthening social consensus; social supervision and criticism; participating in building the Party and the State; and engaging in people-to-people diplomacy contribute to building and protecting the Fatherland.
“Further affirming the position, role, and responsibilities of socio-political organizations in the cause of national construction and defense. From being merely member organizations of the Vietnam Fatherland Front, socio-political organizations and mass organizations entrusted with tasks by the Party and State have now become directly affiliated organizations, closely linked to the Central Committee of the Vietnam Fatherland Front,” Mr. Tran Anh Tuan emphasized.

Let's abandon the mindset of "associations within associations" and avoid creating more "intermediary organizations."
Mr. Tran Anh Tuan further commented that this streamlining creates challenges for reforming the organization and operation of the Vietnam Fatherland Front, as well as political and social organizations and mass associations, in a way that more strongly affirms the position and role of each organization. Activities must be economical, effective, and produce clear and concrete results. This will overcome the situation where a single task is often reported by multiple organizations. It will implement the principle of "one task is carried out by only one organization"; "one product, one result is the responsibility of one organization." This also serves as a basis for reducing the number of administrative layers, eliminating intermediate levels, avoiding overlap and duplication in the implementation of political tasks, streamlining processes, efficiently utilizing offices and public assets, practicing frugality, and improving the quality of staff... within political and social organizations and mass associations.
“In the current context of streamlining the organizational structure, we need to ‘abandon’ the mindset of ‘associations within associations.’ Once these associations are placed under the direct control of the Vietnam Fatherland Front, we must avoid creating additional ‘intermediate organizations’ that would be wasteful and add unnecessary procedures and processes when implementing mass mobilization activities, participating in consultations, critiques, supervision, and scientific research…”, Mr. Tran Anh Tuan shared, adding that the Vietnam Fatherland Front already has advisory bodies to assist its leaders in directing these associations. Therefore, there should be no or no establishment of additional alliances or federations of these associations when they are placed under the direct control of the Central Committee of the Vietnam Fatherland Front. The Vietnam Fatherland Front is already the “common home” for these organizations; there shouldn’t be any additional “smaller homes.”
Mr. Tran Anh Tuan also recommended that, during the restructuring process, to ensure a favorable political and legal basis and improve operational efficiency, it is necessary to review the regulations of the Party, the Constitution, the Law on the Organization of the Vietnam Fatherland Front, and other current legal documents to report to competent authorities for consideration and guidance on amendments and additions as soon as possible. Another important aspect is to inspect and review the financial management, headquarters, and public assets of the organizations before the merger to ensure strict management, prevent losses and waste, and promptly address any violations.
The reform is being implemented throughout the entire political system, from the central to the grassroots level, encompassing all sectors, fields, and organizations, with a synchronized and comprehensive approach. Along with Party and State agencies, the Vietnam Fatherland Front and other political and social organizations, as well as mass organizations assigned tasks by the Party and State, are also carrying out streamlining, which is a very necessary and urgent task. The Fatherland Front plays a particularly important role in the political system, especially in the context of Vietnam having a single-party leadership, unlike countries with multi-party systems. The Fatherland Front performs the function of social supervision and criticism, contributing to ensuring that the Party's guidelines closely follow reality and are linked to the lives of the people, thereby limiting errors in the process of policy planning and implementation.
Furthermore, whether the Front and its member organizations are truly fulfilling their function of uniting forces and the masses, and effectively demonstrating their role, is a matter worth discussing. Before the reform period, the Front had only 16 member organizations; now it has increased to nearly 70 members, not including hundreds of smaller affiliated organizations in provinces and cities. In reality, many organizations have been created but have not performed their functions and tasks well.
