Given its mountainous terrain, fragmented landscape, and uneven levels of education among its population, Son La province faces numerous challenges in implementing a two-tiered local government model. Along with reorganizing and stabilizing the administrative apparatus, streamlining administrative procedures for citizens is one of the key tasks that the province is focusing on decisively, ensuring the smooth operation of the administrative system, preventing bottlenecks or delays in processing applications, and best serving the needs of citizens and businesses.

Following the reorganization of administrative units, many communes and wards have larger areas and larger populations, leading to a significant increase in the number of administrative procedures. In response to this, the province has accelerated administrative procedure reforms in a substantive manner, shortening the processing time for many procedures and reducing unnecessary intermediate steps. Instead of having to go through multiple levels as before, most applications are now processed directly at the local level, saving people time and travel costs.

With the motto "putting citizens and businesses at the center of service," administrative agencies effectively implement the criteria of "3 increases, 2 decreases, and 2 no's," which are: increasing transparency in public service delivery, strengthening the online processing of administrative procedures, increasing the satisfaction level of citizens and businesses; reducing the time for completing procedures, reducing compliance costs; avoiding harassment and intimidation, and preventing delays in processing applications. At the same time, all levels and sectors have publicly disclosed more than 2,200 administrative procedures; 100% of eligible online public services are provided online. In particular, many procedures are no longer dependent on administrative boundaries, allowing citizens to carry them out anywhere, at any time; hundreds of procedures in "hot" areas, such as land, justice, and construction, have also been strongly decentralized to the commune-level People's Committees for resolution.

Beyond simply shortening processing times, the province has also promoted decentralization and delegation of authority to the grassroots level. The Chairman of the People's Committee at the commune level is authorized to delegate the task of document authentication to civil servants. As a result, overcrowding during peak hours has significantly decreased, and people no longer have to wait as long as before. Departments, agencies, and localities have also proactively reviewed and proposed minimizing paperwork and simplifying the procedures for handling administrative procedures under their jurisdiction.

Simultaneously, the province continues to promote digital transformation. The province's administrative procedure processing system is synchronously connected with the National Public Service Portal, the electronic identification and authentication system, and linked with many specialized databases such as population, land, tax, and business; making information lookup and verification faster and more accurate, significantly reducing the need for citizens to provide additional documents.

From July 1st, 2025, commune-level Public Administrative Service Centers will officially begin operation, with a "four-in-one" model for receiving, evaluating, approving, and delivering results. For procedures related to notarization, birth registration, marriage registration, or civil status, citizens only need to bring their citizen identification card or use their VNeID account for officials to look up information on the system.

To improve the efficiency of administrative procedures, many communes and wards have also implemented models to bring public services closer to the people, such as: "Action Sunday - Bringing public services to residential areas," "Digital literacy education for the people," "Field-based Wednesday"... As a result, after nearly a year of implementing the two-tiered local government model, although the number of administrative procedure dossiers in many communes and wards has increased by 30-50%, the rate of timely and early resolution still reaches over 95%.

From promoting data digitization and simplifying processes to deploying grassroots support models, administrative procedure reform is being implemented in a substantive and effective manner. By 2025, the province's citizen satisfaction index with the services of state administrative agencies will rank 17th out of 34 provinces and cities; the administrative reform index will rank 23rd out of 34 provinces and cities, and will be rated as good. This is an important foundation for Son La to continue building a modern and professional administration, better meeting the needs of citizens and businesses.
