According to the Department of Finance, the total capital plan for 2024, which has been extended for implementation and disbursement to 2025 under the management of the province, is 1,462.8 billion VND; to date, 678.9 billion VND has been disbursed, reaching 46.4%. The total public investment plan for 2025 of the province is 15,640.88 billion VND. Of which, the central budget is 8,439.18 billion VND; the local budget is 7,201.7 billion VND.

By the end of August 20, over 14,036 billion VND had been allocated in detail to each project category, reaching 89.7% of the plan; the remaining 1,604.85 billion VND had not been allocated in detail. Of which, the central budget capital had been allocated in detail at 86.8%, the remaining plan had not been allocated in detail at over 1,112 billion VND. The local budget capital had been allocated in detail at 93.2%; the remaining 492.8 billion VND had not been allocated in detail.

Regarding the disbursement of the 2025 public investment plan, as of August 28, over VND 3,939 billion had been disbursed, reaching 32.3% of the plan. In addition, according to preliminary statistics on the implementation of projects of investors with large capital plans, the total volume of implementation awaiting completion of disbursement procedures is about VND 1,555 billion; it is expected that after disbursement of this volume, the disbursement rate will reach over 45% of the plan.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Truong Cong Thai requested units and localities to actively accelerate the progress of key projects and works; strive to disburse 100% of the state budget investment plan in 2025. Requested units receiving projects transferred by the district level to closely coordinate with localities to effectively carry out compensation and site clearance work; proactively review the progress and disbursement capacity of each project; propose to transfer undisbursed capital to other projects and works.

The Provincial People's Committee requested the Department of Finance, the Provincial Land Fund Development Center and assigned units to focus on reviewing and completing infrastructure projects to exploit land funds for auction, contributing to completing the target of state budget collection in the whole province and ensuring capital allocation for public investment. Strive to complete the collection of 3,500 billion VND from now until the end of the year to create revenue to allocate capital for projects from the local budget, ensuring the progress of basic construction investment in the province.

Regarding the collection of advance payments, the Department of Finance shall preside over and coordinate with relevant departments and agencies to review regulations and guidelines to resolve outstanding issues; resolutely collect outstanding debts, transfer surplus funds and undisbursed funds to other projects. Arrange funds for maintenance and repair to avoid waste and loss of works and projects.

Regarding the issue of supply and price of construction materials (VLXD) for works and projects, the Provincial Inspectorate is required to resolutely take action, comprehensively review the level of construction material mines, reserves, exploitation and supply processes, price control... The Department of Construction updates the announced price of construction materials in accordance with the actual market, avoiding affecting contractors, construction units as well as affecting the progress of works and projects in the province.
