This is one of the contents in the speech of Vice Chairman of the National Assembly Nguyen Duc Hai - Head of the National Assembly's supervision delegation on "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio -economic Recovery and Development Program and Resolutions of the National Assembly on a number of important national projects until the end of 2023", at a working session with the Government last weekend.
The effectiveness of policy implementation is uneven.
Reporting to the National Assembly 's Supervisory Delegation, the Government representative said that the development, promulgation and implementation of policies and laws related to Resolution 43/2022/QH15 have been proactively, urgently and seriously implemented by the Government, the Prime Minister, ministries, agencies and localities within their authority, bringing policies into life effectively, to the right subjects, avoiding profiteering.
At the same time, the implementation of the Socio-Economic Recovery and Development Program has received close coordination from the entire political system, consensus, and response from all classes of people and economic sectors. In particular, the implementation time is also when the Covid-19 pandemic is basically under control, the economy is reopened; state budget resources are guaranteed, creating conditions for implementing support policies. The implementation has received supervision from the National Assembly and agencies right from the beginning of implementation, limiting the application of policies to the wrong subjects, or taking advantage of policies.
With the active and synchronous participation of the entire political system, the implementation of Resolution 43/2022/QH15 has achieved many positive results. GDP in 2022 increased by 8.02%, in 2023 increased by 5.05%. Budget revenue exceeded the estimate, budget balance was ensured, budget revenue in 2022 exceeded 28.6% of the estimate, in 2023 exceeded 8.12% of the estimate. Domestic public debt was at a safe level, inflation was controlled, the basic exchange rate was stable, and lending interest rates decreased. Policies to support people and businesses in exempting, reducing prices, and limiting preferential loans through the Vietnam Bank for Social Policies have provided good support for people's lives and production and business of enterprises...
Appreciating the determination of the Government and the Prime Minister in directing the implementation of Resolution 43/2022/QH15, Standing Member of the Finance and Budget Committee Le Hoang Anh also noticed that in the policy groups under Resolution 43/2022/QH15, in addition to many policies with high disbursement progress, there are also about 1/3 of policies with low disbursement levels, with some policies disbursing only 2.75% of the set progress. This shows that the implementation efficiency between policies is uneven, requiring the Government to have a deeper assessment of the capacity to forecast, design and implement policies.
“At each stage, there are points that need to be assessed more deeply to see the overall picture as well as subjective causes. This not only serves to evaluate the implementation of Resolution 43/2022/QH15 of the National Assembly, but also draws lessons for the process of promulgating and implementing policies in the coming time,” Standing Committee Member Le Hoang Anh stated.
Slow progress is the biggest weakness
In addition to the achieved results, the Government's report also frankly pointed out a number of shortcomings and limitations in the implementation of Resolution 43/2022/QH15, such as: the issuance of some guiding documents is still slower than required; difficulties and obstacles in the implementation and calculation of support needs of some policies have not been predicted. The implementation and disbursement results of some policies are still low. The implementation of support policies in some places, some places, some times is still not flexible, not proactive, and drastic. The allocation and disbursement of capital sources of the Program are still slow, creating great pressure, especially in the 2023 plan.
The implementation progress is considered by many members of the Supervisory Delegation to be the "weakest point" in implementing Resolution 43/2022/QH15. In particular, the development and promulgation of guiding documents is still slow, some guiding documents still cause inadequacies and obstacles in the early stages of policy implementation. Forecasting and calculating support needs for some policies are not accurate, some policies have excess funding while others lack funding.
“The resolution is urgent, but is it because we do not have a suitable mechanism that the progress of implementing many policies is still slow? The resolution was implemented in a special context, but it was implemented according to normal processes and procedures, so localities could not carry out the work quickly, not to mention the fear and hesitation to do it, which has caused the progress and effectiveness of many policies to not meet the requirements...” - Vice Chairman of the Committee for Culture and Education Ta Van Ha asked.
Through monitoring the proposal of investment projects in the health sector, Vice Chairwoman of the Social Committee Do Thi Lan found that due to limited coordination between the sector management ministry and relevant ministries and local authorities in project registration and project listing, the listing was not close to reality. Therefore, when submitted to the Ministry of Planning and Investment for appraisal, many projects had to be "returned" and the project listing needed to be revised, causing unnecessary time loss.
Explaining to the Supervisory Delegation, Minister of Planning and Investment Nguyen Chi Dung affirmed that from the implementation results specifically stated in the Government's report, it can be affirmed that Resolution 43/2022/QH15 is a correct and timely decision and has been effective in practice. The Government, ministries, branches and localities have also implemented it vigorously, notably the resolution issued on January 11, 2022, in January the Government issued an implementation plan; established a steering committee; held many meetings to remove obstacles and difficulties...
Admitting that the issuance of guiding documents is still slow and the implementation of some policies is not very effective, according to the Minister, because the development, issuance and implementation of guiding documents for the implementation of Resolution 43/2022/QH15 took place in a context where the actual situation changed very quickly, some policies were found to not need disbursement even when the guiding documents were being developed due to the constantly changing situation.
“It is necessary to clearly see the specificity in implementing Resolution 43/2022/QH15. Besides subjective causes, there are also objective factors that can be shared with ministries and branches. From there, we can draw lessons to do better in the work of formulating, promulgating and implementing policies and laws,” said Minister Nguyen Chi Dung.
Reporting on the disbursement progress, the Minister said that of the 130.7 trillion VND of the Program's capital allocated for infrastructure development investment projects, 130.2 trillion VND has been allocated in detail, accounting for 99.6% of the resources, of which about 82.1 trillion VND has been allocated for important national projects, supplementing large resources, contributing to accelerating the progress and completing key and inter-regional transport projects. By January 31, 2024, the total investment capital of the Program disbursed in the 2023 plan reached 65% of the plan, and there were no more obstacles in implementing infrastructure investment projects.
In the face of the country's extremely difficult and complicated situation due to the Covid-19 pandemic, the issuance of fiscal and monetary policies to support the Socio-Economic Recovery and Development Program under Resolution 43/2022/QH15 is a correct and timely decision with many innovations and creativity. Affirming this at a working session with the Government, Vice Chairman of the National Assembly Nguyen Duc Hai stated that the policy is highly appreciated by international organizations, experts and countries in the region. The Resolution allows the use of a huge resource with many unprecedented policies that have brought about positive effects, contributing significantly to ensuring social security, maintaining macroeconomic stability and helping people and businesses to soon overcome difficulties to recover and develop the socio-economy after the pandemic.
Therefore, along with acknowledging the urgency, seriousness and strong focus on implementing Resolution 43/2022/QH15 of the Government, ministries, branches and localities, and thereby achieving many positive results, the Vice Chairman of the National Assembly also noted that the Government, ministries and branches need to pay attention to assessing the difficulties, inadequacies and limitations in the implementation process.
“The shortcomings and limitations in the implementation of Resolution 43/2022/QH15 need to be summarized, objective causes identified, subjective assessments assessed, and lessons learned in the promulgation and implementation of policies, especially policies issued in special situations to handle special and urgent situations,” the Vice Chairman of the National Assembly emphasized.
