Political determination and synchronous action in administrative unit arrangement

The reorganization of provincial and commune-level administrative units is a major task with strategic significance in the process of building a streamlined, effective, and efficient government apparatus in accordance with the requirements of political system reform. Implementing Resolution 18 of the Central Committee, Binh Thuan province has demonstrated a proactive, decisive, and coordinated approach in carrying out this task, with the ultimate goal of sustainable development, improving people's lives, and meeting the demands of integration.

Proceed seriously and thoroughly.

Immediately after the Government issued directives, Binh Thuan province issued Plan No. 317 dated March 28, 2025, clearly defining the objectives, requirements, tasks, and roadmap for the reorganization of provincial and commune-level administrative units. The province established a Provincial Steering Committee, organized working groups, and simultaneously implemented tasks from the provincial to the grassroots level. This not only demonstrates a high sense of political responsibility but also reflects a systematic and scientific approach, avoiding passivity and confusion during implementation. Based on the plan, the province conducted a comprehensive review and assessment of the current state of the administrative apparatus, population situation, socio-economic development, national defense and security, religion, finance, land, and other specific factors in each locality. The review process was conducted seriously and thoroughly, ensuring that the data was complete and accurate, forming the basis for developing a restructuring plan that is appropriate to local realities and aligns with the central government's overall direction.

In particular, Binh Thuan province has implemented the process of gathering voter opinions cautiously and rigorously, ensuring democracy, openness, and transparency. From April 18-20, 2025, localities will organize voter consultations in residential areas and individual households regarding the merger of commune-level administrative units. The results of these consultations will serve as an important basis, reflecting the thoughts and aspirations of the people, helping local Party committees and authorities to finalize the arrangement plan in a sustainable and feasible manner, creating broad consensus throughout society.

To date, Binh Thuan province has basically completed the overall plan and draft proposal for the reorganization of commune-level administrative units. It is expected that the entire province will reorganize 45 commune-level administrative units, including 8 wards, 36 communes, and one special zone, Phu Quy. The reorganization plan is based not only on legal criteria regarding population and area as stipulated, but also takes into account practical factors such as residential areas, natural conditions, historical formation, cultural identity, and socio-economic development conditions of each area. Simultaneously, Binh Thuan is also closely coordinating with Lam Dong and Dak Nong provinces to develop draft proposals for merging provincial-level administrative units. Major aspects have been finalized proactively, responsibly, and in strict adherence to the process of soliciting opinions, conducting assessments, and submitting proposals to competent authorities for consideration.

Regarding the implementation schedule, Binh Thuan province has set specific requirements for each milestone. On April 23rd and 24th, the People's Councils at the commune level held meetings to vote on the policy of rearranging commune-level administrative units. On April 25th, the People's Councils at the district level met to consider and vote on the policy. On April 26th, the Provincial People's Committee and the Party Committee of the Provincial People's Committee met to give opinions on the plan. On April 27th, the Standing Committee of the Provincial Party Committee, the Steering Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee held meetings to review and approve the plan. By April 28th, at the 34th (special) session, the 11th Provincial People's Council approved the policy of rearranging the province and communes. Thus, the entire dossier will be completed and submitted to the Government before May 1st, 2025, as planned.

Streamlining the organizational structure and opening up new opportunities for development.

Beyond simply reorganizing administrative units to meet population and land area requirements, Binh Thuan's ultimate goal is to build a streamlined and efficient government apparatus at all levels, better serving the needs of citizens and businesses. This reorganization will open up significant opportunities to restructure the administrative apparatus, concentrate resources, and effectively exploit the development potential of each region and locality.

In parallel, Binh Thuan province also places great emphasis on ensuring the legitimate rights and interests of officials and civil servants affected by the restructuring. The province has requested relevant agencies and units to develop plans for the rational reassignment of personnel, with appropriate support policies, creating favorable conditions for officials and civil servants to continue contributing in their new working environment. At the same time, propaganda and mobilization efforts to create unity in awareness and action throughout society continue to be strengthened. Binh Thuan recognizes that the consensus of the people is the decisive factor in the success of the administrative unit restructuring. Therefore, agencies and units from the provincial to the grassroots level have proactively promoted information dissemination, clearly explaining the objectives, significance, and implementation roadmap so that the people understand, share, and cooperate.

Reorganizing administrative units is a difficult and complex task; however, it is also an opportunity for Binh Thuan to make breakthroughs, reshape its development space, and build a streamlined, professional, and modern administrative apparatus, contributing to creating new momentum for rapid and sustainable socio-economic development in the new era. With decisive leadership, thorough and systematic preparation, and a high sense of responsibility from the entire political system, along with the consensus and support of the people, Binh Thuan is gradually realizing its major goal: to make the administrative apparatus increasingly streamlined, efficient, and better serve the people, meeting the requirements of development in the new context.
