Political determination and groundbreaking steps

In the context of the ongoing Fourth Industrial Revolution, digital transformation has become an inevitable trend, profoundly impacting all aspects of socio-economic life. Recognizing this importance, the Ca Mau Provincial Party Committee has issued numerous strategic documents, creating a legal framework for building a modern and efficient Party organization operating in the digital environment.

Determination from the leader

On December 31, 2025, the Standing Committee of the Ca Mau Provincial Party Committee issued Project No. 05-DA/TU on "Digital Transformation in Party Agencies of Ca Mau Province in the period 2025-2028". The document clearly states: "Digital transformation is a key, continuous, and long-term task, closely linked to Party building , administrative reform, and modernization of the leadership and guidance methods of the provincial Party committee."

The project aims to create comprehensive and substantive changes, contributing to improving the productivity and quality of professional activities, changing working styles, and shortening the time taken to resolve issues for officials and Party members. To ensure effective implementation, on March 24, 2026, Plan No. 73-KH/TU was issued, setting specific goals for 2026. A core requirement is that the heads of Party organizations must directly take responsibility and demonstrate strong political determination in organizing the implementation.

Hoa Thanh Ward is the first locality in Ca Mau province to hold its Party Congress for the 2025-2030 term without using paper documents.

Pioneering in the digital environment

As an advisory body, the Provincial Party Committee's Organization Department has proactively implemented digital transformation tasks and achieved remarkable results. Comrade Phan Thanh Duy, Head of the Ca Mau Provincial Party Committee's Organization Department, affirmed: "In the past period, we have established platforms based on internal management software for the organization department and software that connects with Party agencies and communes/wards throughout the province."

To date, Ca Mau province has completed the standardization of all Party organization data, including 68 subordinate Party committees and thousands of grassroots Party branches. The work of cleaning and standardizing Party member data, associated with the implementation of the electronic Party member handbook, is gradually becoming more systematic. Comrade Phan Thanh Duy shared: "In the coming time, the Provincial Party Committee's Organization Department will continue to promote digital transformation, creating favorable conditions for managing Party members, inspection, supervision, and personnel organization, and improving the effectiveness of Party building work in the digital environment."

The story in Thanh Tung commune

The spirit of digital transformation is spreading strongly not only at the provincial level but also to communes and wards. In Thanh Tung commune, despite facing many difficulties such as a shortage of dedicated IT personnel and limited equipment, the locality has still strived to implement it effectively. The commune has applied the "paperless meeting room" model in some meetings, thereby minimizing paper documents, shortening time, and improving the efficiency of management.

Comrade Nguyen Ngoc Thao, Secretary of the Party Committee and Chairman of the People's Council of Thanh Tung commune, said: "Currently, the software serving advisory and support work is operating smoothly; the commune Party Committee is implementing tasks according to the roadmap and plan of the Provincial Party Standing Committee."

However, the reality in Thanh Tung commune also reveals the common difficulties faced by commune-level Party organizations: outdated equipment, low-configuration computers, and inconsistent operating systems. This is why Project 05 and Plan 73 prioritize investment in infrastructure at the grassroots level. Specifically, by 2026, the province aims for 100% of users at the commune level to be equipped with synchronized terminal equipment; and all commune-level Party secretaries to be equipped with laptops to support paperless meetings.

A roadmap and "measurable" goals.

A notable new feature in the digital transformation work in Ca Mau is the application of the motto: "Innovative thinking - decisive action - substantive implementation - measurable effectiveness". The province has developed a specific set of KPIs to measure and evaluate implementation results clearly and realistically.

Ca Mau strives to develop a comprehensive digital infrastructure that meets the requirements for use and ensures interconnectedness between advisory agencies and units under the Provincial Party Committee by 2026.

According to the roadmap, 2026 is identified as a breakthrough year for investment in key infrastructure and the synchronized deployment of equipment. Ca Mau aims to effectively implement 5 core applications from the Central Government on the "dcs.vn" portal, including: the operational management system, the software for monitoring the implementation of resolutions, the electronic party member handbook, the software for submitting feedback and suggestions, and the internet-based information collection system.

Information security and cybersecurity are identified as mandatory and ongoing requirements. The province strives to ensure that all networked computers are equipped with security control solutions and that 100% of authorized officials are provided with digital signatures.

The digital transformation journey within the Party organs of Ca Mau province is entering an accelerated phase with a well-structured strategy and strong political determination. Although there are still many challenges ahead regarding resources and the digital capabilities of the staff, the initial results from the Provincial Party Committee's Organization Department and the efforts of localities like Thanh Tung suggest that Ca Mau will soon form a "digital ecosystem" within the Party. This will enhance the effectiveness and efficiency of Party organs and contribute to the sustainable socio-economic development of the Ca Mau peninsula.

In 2026, the Ca Mau Provincial Party Committee aims to effectively implement five core applications from the Central Government on the "dcs.vn" portal, including: an operational management system; software for monitoring the implementation of Resolution 57 of the Politburo (13th term); an electronic Party member handbook; software for feedback and suggestions; and an internet-based information collection system.
