The spirit of digital transformation is spreading strongly not only at the provincial level but also to communes and wards. In Thanh Tung commune, despite facing many difficulties such as a shortage of dedicated IT personnel and limited equipment, the locality has still strived to implement it effectively. The commune has applied the "paperless meeting room" model in some meetings, thereby minimizing paper documents, shortening time, and improving the efficiency of management.

Comrade Nguyen Ngoc Thao, Secretary of the Party Committee and Chairman of the People's Council of Thanh Tung commune, said: "Currently, the software serving advisory and support work is operating smoothly; the commune Party Committee is implementing tasks according to the roadmap and plan of the Provincial Party Standing Committee."
However, the reality in Thanh Tung commune also reveals the common difficulties faced by commune-level Party organizations: outdated equipment, low-configuration computers, and inconsistent operating systems. This is why Project 05 and Plan 73 prioritize investment in infrastructure at the grassroots level. Specifically, by 2026, the province aims for 100% of users at the commune level to be equipped with synchronized terminal equipment; and all commune-level Party secretaries to be equipped with laptops to support paperless meetings.
A roadmap and "measurable" goals.
A notable new feature in the digital transformation work in Ca Mau is the application of the motto: "Innovative thinking - decisive action - substantive implementation - measurable effectiveness". The province has developed a specific set of KPIs to measure and evaluate implementation results clearly and realistically.
Ca Mau strives to develop a comprehensive digital infrastructure that meets the requirements for use and ensures interconnectedness between advisory agencies and units under the Provincial Party Committee by 2026.
According to the roadmap, 2026 is identified as a breakthrough year for investment in key infrastructure and the synchronized deployment of equipment. Ca Mau aims to effectively implement 5 core applications from the Central Government on the "dcs.vn" portal, including: the operational management system, the software for monitoring the implementation of resolutions, the electronic party member handbook, the software for submitting feedback and suggestions, and the internet-based information collection system.
Information security and cybersecurity are identified as mandatory and ongoing requirements. The province strives to ensure that all networked computers are equipped with security control solutions and that 100% of authorized officials are provided with digital signatures.
The digital transformation journey within the Party organs of Ca Mau province is entering an accelerated phase with a well-structured strategy and strong political determination. Although there are still many challenges ahead regarding resources and the digital capabilities of the staff, the initial results from the Provincial Party Committee's Organization Department and the efforts of localities like Thanh Tung suggest that Ca Mau will soon form a "digital ecosystem" within the Party. This will enhance the effectiveness and efficiency of Party organs and contribute to the sustainable socio-economic development of the Ca Mau peninsula.
