Concluding the first meeting of the Provincial Party Standing Committee held on the morning of July 16, Party Central Committee member and Provincial Party Secretary Le Ngoc Quang requested members of the Provincial Party Standing Committee, leaders of departments, branches, and localities to uphold the spirit of responsibility, promote intelligence, solidarity, innovation, creativity, and determination to successfully implement the set goals and tasks.

Speaking at the opening of the conference, Provincial Party Secretary Le Ngoc Quang emphasized that 2025 is the "finish line" year of the 2020 - 2025 term, the year of preparation and organization of Party congresses at all levels, the First Provincial Party Congress towards the 14th National Congress of the Party. This is also a year of decisive significance in implementing the 5-year Socio-Economic Development Plan for the period 2021 - 2025. Therefore, this conference is the beginning of a new development stage, more responsible, more drastic, more breakthrough for the entire political system of the province.

Provincial Party Secretary Le Ngoc Quang suggested that delegates focus on discussing and giving opinions on key tasks of socio-economic development and Party building in the last 6 months of 2025; at the same time, discuss and give policies on major issues regarding the comprehensive leadership and direction of the province in the new context. In particular, the key requirement is to ensure the smooth, stable and effective operation of the apparatus after the merger and consolidation; continue to promote economic growth, maintain political and social stability; carefully prepare for the Party Congresses at all levels for the 2025-2030 term and the First Provincial Party Congress.

The presentations at the conference affirmed that in the first 6 months of 2025, the Party Committee, government and people of the province have united, unified, joined hands, and made efforts to synchronously implement many solutions, achieving many positive results. The economy is stable and growing well, GRDP in the first 6 months of the year increased by 7.48%; agricultural, forestry and fishery production has developed stably; industry has maintained a good growth momentum; tourism has recovered strongly; the investment environment has improved. Attention has been paid to the fields of culture, society,education , health, and social security; national defense and security (QP - AN) have been maintained.

Party building and political system building work have been comprehensively deployed, especially the work of reorganizing the apparatus and administrative units at commune and provincial levels has been deployed synchronously, drastically, effectively, and smoothly, creating high consensus and unity.

At the conference, delegates gave their opinions on solutions for budget management in the last 6 months of 2025; disbursement of public investment capital, especially key projects that are still stuck; preparations for organizing Party congresses at all levels, issues in personnel work after the organization of the new Party Central Committee apparatus comes into operation; studying and implementing the Central Committee's resolutions, and propagating the Party's major policies. Delegates also focused on discussing key tasks in Party building; inspection, supervision and discipline work of the Party in the last 6 months of 2025 and a number of other key tasks.

Concluding the conference, Provincial Party Secretary Le Ngoc Quang affirmed that since the beginning of the year, in the context of many particularly complicated and unprecedented tasks, the entire Party Committee and the Provincial Political System have taken drastic actions, focusing highly on leadership, direction and implementation. Up to now, the province's political apparatus has operated stably, smoothly and effectively; initially creating more obvious and practical changes for the people and businesses. The socio-economic situation has had many positive changes; Party building, national defense and security, and foreign affairs have achieved many remarkable results.

The Provincial Party Secretary emphasized that from now until the end of 2025, the workload is still very large, focusing on directing the successful organization of party congresses at all levels and the First Provincial Party Congress for the 2025-2030 term, towards the 14th National Party Congress.

At the same time, it is necessary to resolutely implement solutions for socio-economic development, striving to achieve an annual growth rate of 8% or more. Focus on effectively directing the disbursement of public investment capital, speeding up the progress of key works and projects; supporting businesses and investors to overcome difficulties, promote production and business, focusing on supporting the Quang Trach I Thermal Power Plant Project to connect to the national grid before September 2, 2025 under the direction of the Prime Minister; urging the completion of the technical opening of the North-South expressway in the East section through the province in the second quarter of 2025; closely monitoring and directing the progress of projects, such as: Hon La International General Port, Passenger Terminal T2 - Dong Hoi Airport, Quang Tri Airport, etc.

In addition, it is necessary to urgently institutionalize the direction of General Secretary To Lam at working sessions with the province into specific resolutions, directives, and action programs, suitable to the actual conditions of the province and each locality. This is also an important orientation that needs to be integrated into the documents of Party congresses at all levels in the province.

Provincial Party Secretary Le Ngoc Quang also proposed to continue promoting administrative reform, cutting unnecessary procedures; drastically directing digital transformation, applying information technology to the activities of Party committees and authorities at all levels. Focusing on implementing social security policies well, taking care of people's lives, especially those with meritorious services, policy beneficiaries, ethnic minorities, and disadvantaged people. Maintaining national defense and security, especially at a time when the new organizational apparatus is gradually being completed and put into operation.
