13/34 provinces have a fertility rate below replacement level (TFR < 2.1 children/woman). Of which, the 5 provinces with the lowest fertility rate in the country are: Ho Chi Minh City, Tay Ninh, Can Tho, Ca Mau and Vinh Long.

According to data published by the General Statistics Office ( Ministry of Finance ), the total fertility rate (TFR) in 2024 of 34 provinces/cities under the Central Government after the arrangement, Hung Yen province has a birth rate of 2.35 children/woman, belonging to the group of 18 provinces with birth rates from replacement level to below high level (TFR from 2.1 children/woman to below 2.5 children/woman).

This is a group with a stable birth rate, contributing to ensuring a reasonable population structure, creating favorable conditions for health care, human resource development and stabilizing social security.
