The army mobilized more than 346,000 officers and soldiers and 5 aircraft to respond to storm No. 3.
On July 21, according to information from the National Civil Defense Steering Committee, to respond to storm No. 3 (Wipha), the Ministry of National Defense mobilized 346,210 officers and soldiers (114,120 soldiers; 232,090 militiamen) and 8,200 vehicles of all kinds (5,061 cars; 216 ships; 2,295 boats and canoes; 623 special vehicles; 5 airplanes).
Regarding the work of counting boats and ships, the Border Guards of provinces from Quang Ninh to Dak Lak coordinated with local families of boat and ship owners to notify, count, and guide 54,300 vehicles/227,194 people about the developments and direction of the storm so that they could proactively move around and escape from dangerous areas.
Implementing Official Dispatch No. 117/CD-TTg dated July 20, 2025 of the Prime Minister, Official Dispatch No. 4181/CD-TM dated July 21, 2025 of the General Staff of the Vietnam People's Army on proactively responding to storm No. 3 (Wipha), the Department of Rescue and Relief (General Staff) continues to urge military units to strictly maintain on-duty regime; grasp the situation and direction of the storm, be ready with forces and means to promptly and effectively respond to incidents, natural disasters, and search and rescue; sent officials to participate in a working delegation of the Government and a working delegation of Military Region 3 (Delegation 1 led by Deputy Prime Minister Tran Hong Ha to inspect storm prevention and control work in Do Son ( Hai Phong ) and Diem Dien (Hung Yen); Delegation 2 led by Major General Ha Tat Dat, Deputy Commander of Military Region 3, to inspect storm prevention and control work at the sea dyke in Phong Coc ward, Ha Long, Dong Mai (Quang Ninh).
Previously, in Official Dispatch No. 4181/CD-TM, the General Staff requested agencies and units to strictly maintain on-duty regime at all levels and closely monitor the storm's developments.
The Border Guard continues to direct the Border Guards of coastal provinces and cities from Quang Ninh to Ha Tinh to coordinate with local authorities and functional agencies to continue counting vessels; promptly notify owners of vehicles and captains of vessels and boats still operating at sea of the location, direction of movement and developments of the storm to move to safe shelters or not to enter dangerous areas; take measures to ensure the safety of people and vessels at anchorage areas, resolutely not allowing people to stay on vessels, rafts, and aquaculture watchtowers before and during the storm.
Units inspect and review plans; reinforce and protect factories, key works, unfinished works and key areas at risk of flash floods, landslides or areas at risk of landslides, riverbank and stream bank landslides, low-lying and flooded areas; support people in reinforcing their houses, and organize the evacuation of people from dangerous areas and unsafe weak houses.
At the same time, prepare forces and means according to the "4 on-site" motto to promptly and effectively respond to situations and search and rescue, ensuring the safety of people and means for forces on duty.
