From 'Business Coffee' to 50,000 billion VND credit: Khanh Hoa takes action to attract long-term investment

Policy advantages, infrastructure and determination from the Central Government

Speaking at the 2025 meeting with businesses and investors, organized by Khanh Hoa province on the afternoon of July 25, Mr. Tran Quoc Nam, Chairman of Khanh Hoa Provincial People's Committee, affirmed that one of the province's biggest competitive advantages - besides its strategic location, abundant resources and heavily invested infrastructure - is its unique system of mechanisms and policies with many advantages. This is a comparative advantage that the province is gradually realizing, so that Khanh Hoa can become a locality with a more substantial, favorable and effective investment environment.

The spirit of innovation is concretized through the orientation of private economic development. General Secretary To Lam, at the 12th Central Conference, emphasized: "Private economic development is not only a policy, but must become a consistent action at all levels of government. A strong private sector makes a strong country, and private sector innovation makes the country innovate."

In that spirit, Khanh Hoa provincial leaders said they have proactively reviewed and integrated Resolution 68 into planning and public investment plans, reformed procedures and promoted socialization of infrastructure, services, science - technology and green transformation.

The focus is on building a stable, open, transparent investment environment, with a companion mechanism throughout the project life cycle. The goal is to create conditions for the private sector to develop strongly and sustainably, reaching the regional level. The province hopes that immediately after the conference, there will be specific cooperation, turning major policies into measurable actions through factories, projects, and services, contributing to socio-economic growth.

Chairman Tran Quoc Nam also quoted Deputy Prime Minister Nguyen Chi Dung as saying, "If you want to go fast, you cannot go and then turn back. If you want to develop quickly and sustainably, you must have a new approach - bolder, more different and more effective", and affirmed that this is the guiding principle for the upcoming development stage of the province.

Businesses and banks accompany localities

Mr. Kim Song Hag, General Director of HD Hyundai Vietnam Shipbuilding Co., Ltd. (HVS), shared his experience of nearly 30 years of operation in Khanh Hoa. The enterprise has gone through many difficulties, but thanks to the support from the Central Government, the Provincial Party Committee, the Provincial People's Committee and the Van Phong Economic Zone Management Board, HVS has stood firm and developed. In particular, when requesting to adjust the project to extend the operation period by 20 years, the provincial leaders proactively connected with state agencies, helping to remove procedures, demonstrating rare companionship. The expansion of the land reclaimed from the sea for the project was also included in the key tasks of the leaders, helping enterprises feel secure in long-term investment.

From a banking perspective, Mr. Le Quang Vinh, General Director of Vietcombank, affirmed that Khanh Hoa possesses many opportunities and breakthrough policies to promote the economy. Vietcombank is committed to accompanying the province and businesses, implementing effective credit, prioritizing the fields of production, infrastructure, industry and priority sectors according to the Government's policies.

As of June 30, 2025, Vietcombank's total outstanding credit balance will reach VND 1,601,922 billion, an increase of VND 159,489 billion (11.1%) compared to 2024, with a bad debt ratio of less than 1%.

Mr. Le Quang Vinh said: Vietcombank currently commits VND8,000 billion in credit to clean energy projects such as Van Phong 1 Power, Song Giang Power, BP Solar 1, Thien Tan Solar, and supports infrastructure projects, urban areas, tourism and logistics with a total commitment of VND32,000 billion in credit to large corporations such as SunGroup, Hyundai Dong Tau...

In addition to large enterprises, Vietcombank's General Director emphasized: The bank also prioritizes supporting small and medium enterprises, small traders, and business households, contributing to promoting a sustainable economy. With a diverse financial ecosystem, the bank provides comprehensive solutions - from credit, guarantees, bond issuance, IPO consulting to M&A - to meet the diverse needs of investors in Khanh Hoa.

According to Vietcombank's leaders, in the coming time, Vietcombank will participate in implementing preferential credit packages: VND 500,000 billion for infrastructure and digital technology; VND 15,000 billion for agricultural, forestry and aquatic products; VND 10,000 billion for young people to buy houses and social housing loan programs according to Resolution 33. At the same time, the bank will promote digital transformation, deploy online disbursement and digital services, to reduce costs, lower interest rates and create convenience for people and businesses.

Also within the framework of the conference, Vietcombank and the People's Committee of Khanh Hoa province signed a memorandum of understanding on cooperation, in which Vietcombank committed to providing credit with preferential interest rates, with a scale of 50,000 billion VND , based on the assessment of the effectiveness of each project and compliance with legal regulations as well as internal policies.

In addition, Vietcombank cooperates with Khanh Hoa Provincial People's Committee to research and support the implementation of key investment projects, focusing on the fields of industry, high technology, infrastructure, energy, transportation, seaports, agriculture, trade, services, tourism and real estate. According to Provincial Party Secretary Nghiem Xuan Thanh: Khanh Hoa aims for continuous double-digit growth in the next decade, aiming to become a centrally-governed city before 2030 according to Resolution 09 of the Politburo. The province has "heavenly time, geographical advantage, and harmony of people", with the sea as the foundation, the marine economy - including tourism, services, logistics and renewable energy - as the main pillar.

By 2030, Khanh Hoa is planned to strongly develop electricity production, mainly from renewable energy, including solar power, wind power, gas power... In addition, the province is preparing strategic transport infrastructure: the expressways Van Phong - Nha Trang, Nha Trang - Buon Ma Thuot (inaugurated in early 2026) and Nha Trang - Da Lat, helping to shorten the connection between Da Lat and the Central Highlands, to only 1 - 2 hours of travel. Along with the seaport system, high-speed railway, and 3 airports (expected by 2030), Khanh Hoa becomes an important connecting pole of the Central region and the whole country.

The head of Khanh Hoa province shared more: In industry, the planning of 60,000 hectares of land for industrial development (compared to the current 1,000 hectares) opens up a large space for investors. High-tech agriculture is also a spearhead, thanks to deep sea, clean water, few storms, favorable for modern aquaculture.

Khanh Hoa is the only province that enjoys two special resolutions of the National Assembly. The province identifies the decisive factor as attracting strategic investors with heart, vision and resources, considering the success of enterprises as the success of the province.
