Quang Ninh area is supplied with electricity from many power plants and 500kV, 220kV transformer stations. The 110kV power grid has a ring structure connecting 220kV, 110kV transformer stations and power plants with 32 110kV transformer stations, the average load carrying rate of 110kV transformers in the area is at an average level. Overall, the transmission and distribution grid in the area fully meets the load demand and has a high reserve level. It is forecasted that the maximum commercial capacity in 2025 and the period of 2026-2030 will continue to grow at a high rate when the GDP target of Quang Ninh province is set at over 14%. This is a big challenge in ensuring electricity supply in Quang Ninh province. Meanwhile, the load lines in the province are highly dependent on the weather, the load charts between the summer and winter months are very different. The load often increases and peaks in the summer months from May to August, the day when the maximum load is reached is the day of intense and prolonged heat. This is the most difficult time for the operation of the power system.
In order to increase the power supply capacity for Quang Ninh province, in recent years, a series of projects to increase capacity and improve the power grid have been strongly invested by the Northern Power Corporation in Quang Ninh. Specifically: Increasing the capacity of stations E5.16 Uong Bi, E5.5 Cam Pha, E5.2 Giap Khau, E5.33 Khe Cham and E5.10 Ha Tu; installing large capacity T2 transformers at many nodes; increasing transmission on key 110kV lines such as 173, 174 T500 Quang Ninh - Giap Khau - Ha Tu - Ha Lam.
In addition, the 110kV Hoanh Bo, Hung Thang, Cao Thang substation project is also being urgently constructed and completed by the Northern Power Corporation and is expected to be completed this year, which will supplement the power supply for central areas serving daily life, production, tourism and services for Bai Chay and Hon Gai areas, and at the same time, load the substations A. 110kV is full and overloaded like Cai Dam, Gieng Day, Cai Lan .
In addition, the project to build a new 110kV Dong Trieu 2 substation is also being urgently constructed by the Northern Power Corporation and is expected to be completed within the year. year 2026 will help increase the power supply capacity for Dong Trieu City and Uong Bi City ( two important industrial zones of the province ) . The 35kV line renovation projects in Cam Pha and Ha Long areas are also included in the 2026-2030 medium-term plan, with the orientation of forming flexible loops, ensuring reliability and stability of power supply.
In particular, in order for the power system to operate safely, stably, and continuously, meeting the electricity demand during the peak months of 2025, since the beginning of the year, Quang Ninh Power Company has developed and submitted to the Provincial People's Committee for approval a power supply plan in situations of power shortage or the system operating in extreme emergency mode. Accordingly, the Company has identified a list of 131 important customers to be prioritized for power supply, including hospitals, national defense and security units, data centers, water pumping stations, water supply and drainage plants, especially underground coal companies.
Not stopping there, the Company also coordinated with the Department of Industry and Trade to review the load across the area, classify the priority level and develop a chart to cut and reduce capacity appropriately in extreme cases. These contents were approved in Document No. 381/SCT-QLNL dated February 14, 2025.
In the context of forecasting that the maximum capacity demand (Pmax) this summer could reach 1,285MW (an increase of 8.4% compared to 2024), Quang Ninh Electricity Company also built and carefully calculated scenarios combining two parallel solutions: increasing supply capacity and reasonably reducing load (if required).
Notably, facing the pressure of power shortage in the North in the coming years (2026-2030), Vietnam Electricity Group has proactively developed a plan to import electricity from China via the 220kV Guangxi - Mong Cai line. Accordingly, Quang Ninh will be the locality receiving the maximum import capacity of 1,000MW. This is an important solution to help reduce the pressure of power shortage, increase flexibility and regional energy security. To implement this policy, the Northern Power Corporation and the National Power Transmission Corporation are urgently implementing investment in the following major projects: Mong Cai 220kV Transformer Station (TBA), Mong Cai 220kV line - Hai Ha Industrial Park; Prepare necessary procedures to be able to deploy investment in the 220kV HuangQiao - Mong Cai line (Hoang Kieu - Mong Cai, section on Vietnamese territory) immediately after the project is approved by competent authorities to be added to the VIII Power Plan, with progress synchronized with the Chinese side; the 220kV Cong Hoa substation project and the 220kV Cong Hoa - Cam Pha - Hai Ha line; 110kV feeders connected after the 220kV Mong Cai and Cong Hoa substations; renovate and increase the load capacity of the 172 Mong Duong - Khe Cham - 176 T500 Quang Ninh line and the 171 Mong Duong - XM Cam Pha - 175 T500 Quang Ninh line. It is expected that the above projects will be completed in 2026. When the above projects are completed, it will not only help Quang Ninh ensure its internal needs but also support "sharing the load" with the national power system when necessary.
With the characteristics of a locality with many industrial parks, large urban areas and the mining industry, tourism is growing more and more, continuous efforts, proactive and careful calculations, close coordination with units have demonstrated the high determination of the Electricity industry to not let power shortages occur and is also a careful preparation for the sustainable development of the province.
